Res 310RESOLUTION NO. 310 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA ENDORSING PROPOSITION THE CAN AND BOTTLE RECYCLING INITIATIVE WHEREAS, the failure to reuse and recycle empty beverage containers repre- sents a significant and unnecessary waste of important national and local energy and material resources; and WHEREAS, the littering of empty beverage containers constitutes a public nuisance, safety hazard, and aesthetic blight and imposes upon public and pri- vate agencies unnecessary costs for the collection and removal of such con- tainers; and WHEREAS, empty beverage containers constitute a significant and rapidly growing proportion of municipal solid waste, disposal of which imposes a severe financial burden on local governments; and WHEREAS, the reuse and recycling of empty beverage containers would elimin- ate these unnecessary burdens on individuals, local governments, and the environment; and WHEREAS, a statewide system for requiring a refund value on the sale of beverage containers is compatible with, and should be an integral part of, the state solid waste management policy and would result in a high level of reuse and recycling of such containers; and WHEREAS, a statewide system for requiring a refund value on the sale of all beverage containers would result in low administrative costs and would be self- enforcing in operation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway supports and endorses the Can and Bottle Recycling Initiative, Proposition 11, which will be on the statewide ballot in November of 1982.
