A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF POWAY, CALIFORNIA AUTHORIZING
THE APPLICATION FOR THE CONSTRUCTION OF
TRAFFIC MEDIANS ON POWAY ROAD UNDER THE
EMERGENCY JOBS APPROPRIATION ACT
WHEREAS, The United States Congress has enacted the Emergency Jobs
Appropriation Act of 1983 to increase employment through additional funding
of existing federal programs; and
WHEREAS, through the Community Development Block Grant Program Poway
is eligible to receive an additional allocation of funds; and
WHEREAS, one of the objectives of the Community Development Block Grant
Program is the elimination of blight; and
WHEREAS, the traffic conditions on Poway Road have resulted in the
loss of lives, personal injuries, and property damage; and
WHEREAS, this condition contributes to blight as defined by the Health
and Safety Code of the State of California; and
WHEREAS, the objective of the E~ergency Jobs Appropriation Act is to
create employment opportunities by initiating labor intensive projects; and
WHEREAS, the construction of traffic medians on Poway Road is a labor
intensive project which will provide employment as well as enhance the health
and safety of our citizens.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
that the City Manager is hereby authorized to make application for the
construction of traffic medians on Poway Road under the Emergency Jobs
Appropriation Act.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
California, at a regular meeting thereof this 31st day of May, 1983.
