A RESOLUTION OF THE CITY (I)UNCIL
OF THE CITY OF POWAY, CALTF~)~IA,
AUTHORIZING THE APPLICATION FOR
FJNDING UNDER SMALn BUSINESS ADMINISTRATION
GRANT AND CERTIFYING THAT THE CITY WILL
fDMPLY WITH ALT, GRANT R~QUI~
H{EREAS, on March 24, 1983, President N~gan signed the Jobs Bill; and
~EREAS, California allocation is 5.7 million and is earmarked for local
governments; and
W~E~AS, City of Poway is eligible to apply for funding to improve public
parks and other publicly owned or controlled land.
NOW, THE~I)RE, BE IT R~SOLVED, by the City Council of Poway that:
1. The City is authorized to suhnit an application for landscaping along
Poway Creek as its number one priority project, if additional funding
is available the City's other projects include:
A. T~ndscaping the banks along Rattlesnake Creek;
B. Landscaping for the Children's Wilderness Adventure Area;
C. Landscaping for additional ar~-~ along Poway Creek.
2. The City certifies that the land to be improved is publicly owned.
3. The City authorizes the California Conservation Corps personnel to work
on the City' s property.
4. The City certifies that it will maintain trees, shrubs and other plant
material at the expense of the City of Poway for a period of at least
three y~ars.
5. The City certifies that it will purchase all supplies and material from
small businesses that ~%k~loy 70 people or less in compliance with the
criterion of the grant.
6. The City certifies that it will use only unemployed individuals to do
the work and/or will subcontract with only those small businesses that
have hired unemployed individuals for the contract period of July 1,
1983, through September 30, 1983.
7. The City certifies that the proposed landscaping along Poway Creek
would not have been completed before October 1, 1983, but for the
grant.

The City certifies that it will institute a method for n~asuring and
evaluating the success of the project in meeting the grant program
goals and objectives.
9. The City is authorized to enter into an agreenent or contract to per-
form the work contained in the application.
PASSED, ADOPTED AND APPNDV~D, by the City (~ouncil of the City of Poway,
California, at a regular meeting thereof this 14th day of June, 1983.
