Res 83-068 RESOLUTION NO. 83-068 A t{ESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA URGING THE SAN DIEGO COUNTY WATER AUTHORITY TO OPPOSE A METROPOLITANWATER DISTRICT DECISION TO RAISE WATER RATES EFFECTIVE JANUARY 1, 1984 BY $53 PER ACRE-FOOT The City Council of the City of Poway does hereby resolve as follows: WHEREAS, the Metropolitan Water District raised water rates by $30 per acre-foot effective July 1, 1983; and WHEREAS, Metropolitan Water District staff recommended an additional increase of $30 per acre-foot effective October 1, 1983; and WHEREAS, the Metropolitan Water District Board of Directors elected to defer the increase until January 1, 1984 but increase the water rates by $53 an acre-foot; and WHEREAS, the approved $53/acre-foot increase is due to the Metropolitan Water District's poor fiscal planning; WHEREAS, the approved $53/acre-foot increase will be an extreme hardship on agricultural users dependent upon imported water and therefore an adverse economic impact on San Diego County in general; WHEREAS, Metropolitan Water District has failed to consider all the alternatives for lowering the increase in water rates including cutbacks in proposed operating and capital improvement expenditures; and WHEREAS, with the approved $53/acre-foot increase in place, the Metropolitan Water District will experience windfall profits during drought or low rainfall years unless rates are reduced to correspond with actual costs. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway urges the San Diego County Water Authority to oppose the Metropolitan Water District decision to raise water rates by $53 an acre-foot effective January 1, 1984 and asks that the Metropolitan Water District review all other alternatives prior to approving a water rate increase and agree to lower rates as appropriate during low rainfall years.
