A RESOLUTION C~ THE CITY COUNCIL
OF THE CITY CF i~Y, C. Ar./~ORNIA,
SUPPORTING THE NRRD FOR RECOGNITION
OF LOCAL CON2ERNS ON REGIONAL ISSUES
WHEREAS, the City Council of the City of Poway continues to be concerned
about the lack of sensitivity by regional and state-wide agencies to local
cities ' concerns; and
WHE~REAS, the proposed bullet train may have adverse environmental and fiscal
impacts on several coastal cc~unities in San Diego County; and
WHR~REAS, these c(mmunities are attempting to have their concerns recognized
and given serious coD~ideration despite special interest state legislation; and
W74RREAS, a dangerous precedent has been established wherein any c~L,~,unity
could lose control over matters of traditional local prerogative if the State of
California continues to approve legislation which prompts local government.
NOW, THEREFORE, BE IT B~OLVED BY THE CITY COUNCIL OF THE CITY OF P(~AY,
CALIFORNIA, that agencies proposing to undertake regional projects be requested
to assess, consider and deal with the impacts of such projects on the region as
a whole, and respond seriously to concerns voiced by individual cc~munities.
IT IS ~ RESOLVED, that the legislature of the State of California
recognize the rights of the cities to have control over matters of c~t,ttL~Tity
concern and that no further legislation be approved which preempts this basic
responsibility of local govermaent.
PASSED, ADOPTED ASD APPROVED, by the City Council of the City of Poway,
California, at a regular meeting thereof this 24th day of January, 1984.
