A RESOLUTION OF THE CITY OF POWAY
CITY COUNCIL IN REGARD TO THE
PROPOSED DESIGNATION OF CERTAIN AREAS
OF THE CITY AS HAVING REGIONALLY SIGNIFICANT
DEPOSITS OF CONSTRUCTION AGGREGATE
WHEREAS, the California Department of Conservation under the
direction o~ the State Mining and Geology Board has studied the
availability of construction aggregate in Western San Diego County in
response to the requirements of the California Surface Mining and
Reclamation Act (SMARA) of 1975; and
WHEREAS, this study presented to the City of Poway in draft form
including an Environmental Impact Report (EIR) proposes to designate
three areas within the City as significant and classify them MRZ-2; and
WHEREAS, the City of Poway recongizes the need to designate areas
for construction aggregate to service future development in Western San
Diego County over the next fifty (50) years; and
WHEREAS, the City of Poway General Plan includes policies expressing
the need to further study the availability of mineral resources,
particularly construction aggregate in the South Poway Planning Area;
and
WHEREAS, the City in review the draft document finds that two of the
three areas proposed to be designated are unsuitable for surface mining
because of existing and planned residential development and the
existence of geotechncial hazards.
NOW, THEREFORE the City Council of the City of Poway does resolve as
follows:
The City requests that the State Mining and Geology Board delete
Sectors J(3) and J(4) within the City limits of Poway as proposals
for designation because surface mining in these areas would adversly
impact existing and planned residential development, impact a known
geotechnically sensitive area, and impact the future construction of
State Route 56; and
The City supports the classification and designation of Sector J(6)
to MRZ-2 as it pertains to Poway providing that the designation does
not preclude the City from its rightful ability to designate and
construct appropriate land uses of the area with consideration given
to the mineral resource potential of the area.
