~RDING THAT IF PROPOSITION 41
IS APPROVED BY THE VCTERS, THE

~REAS, at the present time, California ranks third in cc~parison with
other states in the percentage of personal inc~ne spent on welfare; and
~EAS, Proposition 41, which has qualified for the November ballot, would
limit California welfare payments to the average payment of the other 49 states
plus 10 percent; and
WHEREAS, the savings accruing to the State from the reduction in welfare
payments should be allocated to improving our educational system; and
W~RREAS, in Fiscal Year 1983-84, California was ranked 26th nationally in
expenditures per child in grades K through 12; and
WHEREAS, in Fiscal Year 1984-85, California is estimated to expend $3,291
per child, as compared to a projected national average of $3,401; and
WHEREAS, California's 1984 student-to-teacher ratio is 23.9 students per
teacher, which ranks California 50th in the nation, as cc~pared to the national
average of 18.5 students per teacher.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway
reccmm~ends that the Legislature allocate the savings accruing to the State frem
the reduction in welfare payments, should the voters pass Proposition 41, to the
construction or im~rov~ent of educational facilities in order that California
may n~et or better the national average of students to teacher.
PASSED, ADOPTED AND APPROVED, by the City Council of the City of Pow-ay,
California, at a regular meeting thereof this 18th day of September, 1984.
