A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF POWAY APPROVING THE
APPLICATION FOR GR~NT FUNDS UNDER
THE LAKES, RESERVOIRS, AND WA~YS
PROGRAM OF ~HE CALIFORNIA PARK AND
R~37{EATIONAL FACILITIES ACT OF 1984
FOR LAKE POWAY RECREATION AREA
FISHING TRAILS
WHEREAS, the people of the State of California have enacted the California
Park and Recreational Facilities Act of 1984, which provides funds to the State
of California and its political subdivisions for developing facilities for
public recreational purposes; and
WHEREAS, the State Department of Parks and Recreation has bc=n delegated the
responsibility for the administration of the program within the state; setting
up necessary procedures governing application by local agencies under the
program; and
Wh,J~EAS, said procedures established by the State Department of Parks and
Recreation require the applicant to certify by resolution the approval of appli-
cations before submission of said applications to the state; and
WHEREAS, said applications contain assurances that the applicant must c~ly
with; and
WHEREAS, the applicant agency will enter into an agr~-~ent with the State of
California for development rehabilitation or restoration of the project;
NOW, TPIEREFORE BE IT RESOLVED that the City Council of the City of Poway
hereby;
1. Approves the filing of an application for 1984 state grant assistance
for the Lake Poway Recreation Area Fishing Trails; and
2. Certifies that said agency understands the assurances and certification
in the application; and

Certifies that said agency has or will have sufficient funds to operate
and maintain the project, and if the project is selected for state
grant funding;

Certifies that said organization will provide construction plans and
specifications to the state within one year of the appropriation of
funds under this program and will c~,~nce work iar~ediately after state
approval; and

Appoints the City Manager as agent of the City of Poway to conduct all
negotiations, execute and s,,_~it all documents including but not
limited to applications, agr~-~n~nts, amendments, payment requests, and
so on which may be necessary for the c~¥{31etion of the aforementioned
project(s) and;

Appoints Steve Eckis, City Attorney, as legal counsel for said agency
with authorization to sign the certification on page 1 of application.
PASSED, ADOPTED AND APPROVED, by the City Council of the City of Poway,
California, at a regular m~cting thereof this llth day of October, 1984.
