Res 84-094RESOLUTION NO. 84-094 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE REGION~L Cf~PSTITIVE, C0~4UNITY- SERVING PROGRAM OF THE CALIFORNIA PARK AND ~TIONAL FACILITIES ACT OF 1984 FOR POWAY CO~4UNITY PARK LIGHTED TENNIS COURT PRO3ECT WHEREAS, the people of the State of California have enacted the California Park and Recreational Facilities Act of 1984, which provides funds to the State of California and its political subdivisions for developing facilities for public recreational purposes; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by local agencies under the program; and W~EAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of appli- cations before sukmission of said applications to the state; and WHEREAS, said applications contain assurances that the applicant must cu~ly with; and WHEREAS, the applicant agency will enter into an agrc~-~ent with the State of California for develot~L~.nt rehabilitation or restoration of the project; NOW, T~EFORE BE IT RESOLVED that the City Council of the City of Poway hereby; Approves the filing of an application for 1984 state grant assistance for the Poway C~L~%%unity Park Lighted Tennis Court Project; and e Certifies tb~t said agency understands the assurances and certification in the application; and e Certifies that said agency has or will have sufficient funds to operate and maintain the project, and if the project is selected for state grant funding; e Certifies that said organization will provide construction plans and specifications to the state within one year of the appropriation of funds under this program and will cc~me_nce~rk ~iately after state approval; and Appoints the City Manager as agent of the City of Poway to conduct all negotiations, execute and submit all documents including but not limited to applications, agreements, amendments, payment requests, and so on which may be necessary for the cu~letion of the aforementioned project(s) and; Resolution No. 84-094 Page 2 6. Appoints Steve Eckis, City Attorney, as legal counsel for said agency with authorization to sign the certification on page 1 of application.
