A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY APPROVING THE
.APPLICATION FOR GRANT fI3NDS UNDER
THE REGIONAL COMPETITIVE, NEIGHBORHOOD-
SERVING PROGRAM OF THE CALIFORNIA PARK
AND RECREATIONAL FACILITIES ACT OF
1984 FOR GARDEN ROAD PARK TOT LOT
W~3%S, the people of the State of California have enacted the California
Park and Recreational Facilities Act of 1984, which provides funds to the State
of California and its political subdivisions for developing facilities for
public recreational purposes; and
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility for the administration of the program within the state, setting
up necessary procedures governing application by local agencies under the
program; and
WH~AS, said procedures established by the State Department of Parks and
Recreation require the applicant to certify by resolution the approval of appli-
cations before s,,hmission of said applications to the state; and
WHEREAS, said applications contain assurances that the applicant must ccmply
with; and
WHEREAS, the applicant agencywill enter into anagrc~.--nentwith the State of
California for develotm~nt rehabilitation or restoration of the project;
NOW, THEREFORE BE IT _RESOLVED that the City Council of the City of Poway
hereby;
Approves the filing of an application for 1984 state grant assistance
for the Garden Road Park Tot Lot Improv~aent Project; and
2. Certifies that said agency understands the assurances and certification
in the application; and
Certifies that said agency has or will have sufficient funds to operate
and maintain the project, and if the project is selected for state
grant funding;

Certifies that said organization will provide construction plans and
specifications to the state within one year of the appropriation of
funds under this program andwill cc~nencework in~ediately after state
approval; and
e
Appoints the City Manager as agent of the City of Poway to conduct all
negotiations, execute and submit all documents including but not
limited to applications, agrc~.---~nts, amendments, payment requests, and
so on which may be necessary for the c~letion of the afor~m~_ntioned
project(s) and;

6. Appoints Steve Eckis, City Attorney, as legal counsel for said agency
with authorization to sign the certification on page 1 of application.

California, at a regular meeting thereof this llth day of October, 1984.
