A RESOL[/fION OF THE CITY COUNCIL
CF THE CITY OF POWAY, CALIFORNIA,
OPPOSING ANNEXATIONS TO THE
SAN DIEGO COUNTY ~ATER AUTHORITY ~
THE ~TROPOLITAN ~ATER DISTRICT
WHEREAS, in 1985, the Central Arizona Project may begin taking their 600,000
acre-foot allocation; and
WHEREAS, over the last two decades, attempts to expand the State Water
Project have failed; and
WHEREAS, should there be a repeat of the 1976-77 drought, Southern Calif-
ornia will experience serious shortfalls of ~_~n~estic water; and
WHEREAS, annexations to the San Diego County Water Authority and the
Metropolitan Water District further jeopardize the ability to supply domestic
water to the existing residents and businesses in Southern California; and
WHEREAS, a long-range water supply and financing plan is needed to assess
the future water supply for existing custcmers; and
WHEREAS, a growth management plan is needed to assess the San Diego County
Water Authority and the Metropolitan Water District's ability to serve addi-
tional custcmers.
NC~, THEREFORE, RR. IT RESOLVED, that the City Council of the City of Poway
strongly opposes further annexations to the san Diego County Water Authority and
the Metropolitan Water District until both a long-range water supply and
financing plan, and a growth management plan is adopted.
