Res 85-033RESOLUTION NO. 85-033 A RESOLUTION OF THE CITY (I)UNCIL OF THE CITY OF POWAY, CALIWORNIA, ESTABLISHING TRAIL STANDARDS AND SPECIFICATIONS FOR HIKING AND ~QLESTRIAN TRAILS WITHIN THE CITY OF PO~AY ~/~AS, horseback riding, hiking, jogging, and walking have become popular recreational activities; and ~qEAS, in order to ensure that trails are coD~tructed and maintained in a uniform manner to provide a safe environment for pedestrians and equestrians; and ~AS, the construction and development of hiking and equestrian trails within the City of Poway was adopted in the C~rehensive Plan; NOW ~{EREFORE BE IT RESOLVED that the City Council of the City of Poway hereby adepts the Hiking and Equestrian Trail Stan~rds and Specifications, as shown in Exhibit "A" attached. TRAIL TREAD DESIGN AND CONSTRUCTION SPECIFICATIONS 1. Trail CleaPance -- 10' overhead clearance with brush, weeds, debris and rocks removed from trail tread [see Exhibit A]. In instances where topography, right-of-way configuration, grading or existing vegetation prevent the full-width construction of the trails as listed above, the Planning Department may grant relief and reduce the requirements. 2. Trail Grades and Tread Construction a. Vertical grade 0-5% optimum 5-10% maximum for distance over 500' 10-15% maximum for distances limited to 250' 15-20% permitted for short distances under 100' b. Switch backs May be required in areas as a special condition [see Exhibit B for design specifications]. c. Cross sections 1-4% optimum 6% maximum in approved locations only d. Drainage Avoid erosion by proper grading and the use of diversionary devices such as water bars and berms [see Exhibits C and D for design specifications]. Surfacing Utilities and cement drain- age ditches When trails cross over water pathways, culverts or stream fords shall be required [see Exhibits E and F for design details]. Trail routes have the potential of trans- versing a variety of different degrees of slopes. Exhibits G and H indicate typical construction techniques and procedures the City desires in construction of the trail tread. 2:1 maxim~ -- slopes shall be compacted to prevent erosion. Rock retaining walls will be necessary if the slope is not compacted or exceeds 2:1 [see Exhibit I]. Native soil, where suitable, and decomposed granite shall be used for trail tread. The trail tread shall be free of rocks over 1" in diameter, debris and roots, then graded smooth. In poor soil areas, 3" minimtm~of D.G. shall be placed and c~L~acted to 90%. No above-ground utilities, utility boxes or cement drainage ditches are permitted in the riding and hiking trail easement. B. TRAIL STRUCTURE DESIGN ANDCONSTRUCTION SPECIFICATIONS 1. Fencin~ Standards a. Urban Regional and Oa,~nityTrails Require Penta-treated lodge pole pine fencing, 2 rail [see Exhibit J]. b. Rural Ca~unity munityTrails Require a cable-style fence, 8' on center, 4' high [see Exhibit K]. c. Wilderness Trails Do not require fencing except in hazardous areas such as where inclines exceed 1-1/2:1 slope. Those types of conditions would require lodge pole fencing on the downward section of the trail [See Exhibit J]. d. Hazardous Areas Other fencing styles maybe required in hazardous areas. -3- 2. Trail Fencin~ Construction Specifications All fences will follow the grade of the trail tread, and all posts shall be leveled and in line with one another. When the fence goes over hills or down ravines, use a rolling up-and-down appearance. Where fencing is required on bothsides of the trail, the fences will run parallel and leveled crosswise. All fencing shall be constructed on the easement lines. All fence posts shall be cemented with 80 pounds of dry cement; no cement shall be visible upon co~pletion of the trail. Upon cutting of the lodge pole pine fencing, the cut areas shall be resealed with Penta wood preservative. Any dark wood preservatives can be used below ground. 3. ORV Barriers 0 ORV barriers shall be constructed whenever there is a break in a fence line that would allow vehicle access. If the trail is dedicated to the Cityof Poway, the City will provide the lock upon oa~pletion of the trail. The ORV barrier will be a minim~ of 8'-8" in width and attached to the end fence post closest to the road. [See Exhibit L for construction details] Signs Trail identification signs will be placed every half mile and be constructed to trail design standards on c~m~nity and regional trails [see Exhibits M, N and O]. Hazard signs shall be constructed to trail design standards and will be placed wherever there is a potential safety hazard to users or their animals, for example, a steep embankment or a 20 percent plus trail grade [see Exhibit P]. Local feeder trails will be identified as such, using the hazard sign design [see Exhibit P].
