MINUTES OF THE CITY COUNCIL
REGULAR MEETING
SEPTEMBER 10, 2002
The September 10, 2002, regular meeting of the City Council of the City of
Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the Poway Community
Library- Meeting Room, 13137 Poway Road, Poway, California.

PUBLIC ORAL COMMUNICATION
Mayor Cafagna explained the procedure for Public Oral Communications.
The following people were present wishing to speak:
Myron Carter, P.O. Box 88, spoke regarding the receipt of a ticket from a County
Ranger for having an unleashed dog(s) in the Sycamore Canyon Reserve.

Percy Schelecht, 13640 Tobiasson Road, made inquiry as to why the Poway Wal-Mart
did not allow motor home parking.
Bill Cross, 13105 Corona Way, thanked Pamela Wilczak of the Redevelopment Agency
for her prompt response to questions regarding the Los Arcos project.
R.W. "Nick" Stavros, 13639 Jackrabbit Road, expressed his views on the Palomar
College Campus site use.

APPLICANT: ALLEN BASILE
Mayor Cafagna opened the public hearing and stated that this was a request to

subdivide a 2.35-acre property into four residential lots at 11550 Creek Road. APN:
320-020-16. The applicant has requested that the item be continued to September 17,
2002. Councilmember Rexford stated that she would disqualify herself from this item as
her residence is in close proximity to the subject property.
There was no one present wishing to speak.
Motion by Councilmember Goldby, seconded by Councilmember Higginson, to continue
the public hearing to September 17, 2002. Motion carried 3-0, with Deputy Mayor
Emery absent and Councilmember Rexford disqualified.
ITEM 1.1 (702-12)
APPROPRIATION OF FUNDS
PROPOSITION "N"
PUBLIC EDUCATION CAMPAIGN
Staff report by City Manager Bowersox. Staff is recommending that the City of Poway
implement a neutral, non-biased public information campaign for Proposition N. This
report recommends the approval of the provisional mailers and an appropriation of
$7,800 to pay for services, which includes production and distribution of printed
communications and postage.
Motion by Councilmember Goldby, seconded by Councilmember Higginson, to approve
the appropriation of funds. Motion carried 4-0 with Deputy Mayor Emery absent.
CITY MANAGERITEMS
City Manager Bowersox thanked Council for approval of the amendment to his
contract and announced that a September 11th Commemoration was being held
from 11:30 a.m. to 1:30 p.m. in Old Poway Park, 14134 Midland Road, with the
City of Poway in partnership with Palomar Pomerado Health and Poway Unified
School District. Everyone is invited and lunch will be served.

14. Mayor Cafagna provided a brief update and Council discussed Regional

ADJOURNMENT
Mayor Cafagna adjourned the meeting at 7:55 p.m. on motion by Councilmember
Higginson seconded by Councilmember Goldby. Motion carried, unanimously with
