P-02-74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING A MODIFICATION TO COMPREHENSIVE SIGN PROGRAM 92-03 ASSESSOR'S PARCEL NUMBERS 317-222-23, 24, 25, 26 and 27 WHEREAS, Comprehensive Sign Program (CSP) 92-03 Modification (M) submitted by Chris Cote, Grafiks Advertising and Signs, Applicant, requesting approval for a modification to the Comprehensive Sign Program for the Stowe Drive Business Park located at 12300-12340 Stowe Drive, within the Planned Community (PC) Zone. WHEREAS, on December 10, 2002, the City Council considered the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: The Comprehensive Sign Program is exempt from the provisions California Environmental Quality Act (CEQA), as a Class 11 Categorical Exemption, pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the South Poway Specific Plan and the Poway Municipal Code. Section 3: The City Council hereby approves Comprehensive Sign Program 92-03M, subject to the following conditions: Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. All signs shall conform to the sign criteria and design guidelines contained within the South Poway Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code as amended from time to time. Within 180 days, the applicant shall bring into compliance any existing sign that does not conform to this Comprehensive Sign Program modification. This shall be accomplished through an amendment to the individual Sign Permit for the signs approved prior to this CSP modification. D. The following design standards shall apply: The same background color will be used on all signs in that proposed signs will be mounted directly on the wall of the buildings. Resolution No. P-02-74 Page 2 2. In addition to white, sign lettering on wall signage shall be limited to the following colors: Black #2025, Blue #2050, Red #2415. The use of different colors for a tenant logo shall be allowed upon the approval of the Director of Development Services through a Sign Permit. 3. Proposed wall signs shall be constructed of individually channel letters made of painted cutout foam or PVC and shall be attached to wall of the buildings using adhesive (silicone or other), or a combination of pins and adhesives. 4. Signs shall be non-illuminated. 5. The maximum number of wall signs allowed for any one business shall be one per business frontage, not to exceed two per business. 6. A maximum number of one logo per tenant is allowed. E. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City ordinances in effect at the time of sign permit issuance. F. Prior to installing a sign, the applicant shall obtain the required permits from the Development Services Department.
