CC 2003 02-09CITY OF POWAY, CALIFORNA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING JANUARY 9, 2003 The January 9, 2003, adjourned regular meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the Poway Community Library- Meeting Room, 13137 Poway Road, Poway, California. COUNCILMEMBERS PRESENT Bob Emery, Jay Goldby, Don Higginson, Betty Rexford, Mickey Cafagna STAFF MEMBERS PRESENT James Bowersox Penny Riley Tamara Smith Lori Anne Peoples Niall Fritz Dennis Quillen Javid Siminou Jim Lyon Scott Edwards City Manager Deputy City Manager Assistant City Attorney City Clerk Director of Development Services Deputy Director of Public Works City Engineer Associate Planner Management Analyst PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. There was no one present wishing to speak. ITEM I (1141-03) PRESENTATION RECYCLED WATER USE IN THE CITY Introduction by Deputy Director of Public Works Quillen. On September 30, 1997, the City Council adopted a Resolution establishing rules and regulations for recycled water users and appropriating funds to implement the recycled water program within the South Poway Business Park. In July of 1998, Poway started accepting delivery of recycled water from the City of San Diego into the Gregg Street Reservoir, irrigating the 895 Elevation Zone of the Business Park. On August 7, 2002 implementation of recycled water to the remainder of the Business Park was finalized when the 1028 Elevation Zone was converted to recycled water. The City currently serves 181 customers in the South Poway Business Park. 7721 Page 2 - CITY OF POWAY - January 9, 2003 A brief PowerPoint presentation covering how the City has been impacted during its four-year history using recycled water was then done by Tom Howard, who also responded to questions of the Council. ITEM 2 (1503-03) PRESENTATION SAN VICENTE PIPELINE ALTERNATIVE TUNNEL SHAFT LOCATIONS SAN DIEGO COUNTY WATER AUTHORITY A brief PowerPoint presentation was made covering three different shaft alternative locations by Zachary Ahinga, Project Manager, who also responded to questions of the Council. Other representatives from the San Diego County Water Authority who were present but did not speak were: Gina Molise, Public Affairs Representative, a staff member from ROW/Real Estate and John McCullough, Environmental Consultant. The following people were present and spoke in opposition to Alternatives A and C and in support of Alternative B, the Sycamore Shaft: David Davis, 11019 Beeler Canyon Road Paul Rexford, 11570 Creek Road General discussion ensued with Council consensus being that Alternative B was the most preferred.
