A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF POWAY, CALIFORNIA,
DISCONTINUING THE CURRENT LEVEL 2 WATER CONDITION,
CONSISTENT WITH CHAPTER 8.94 OF THE POWAY MUNICIPAL CODE AND
RESCINDING POWAY CITY COUNCIL RESOLUTION 09 -030
WHEREAS, the City of Poway imports nearly 100% of its water supply from
Northern California and the Colorado River via contractual arrangements with the San
Diego County Water Authority and the Metropolitan Water District of Southern
California; and
WHEREAS, in April 2009, in response to historically dry water conditions and
environmental restrictions on imported water deliveries from Northern California,
Metropolitan Water District of Southern California and San Diego County Water
Authority, announced mandatory water allocations, resulting in an 8% reduction in water
supply for the City of Poway beginning July 1, 2009; and
WHEREAS, in response, on June 2, 2009, the Poway City Council adopted
Resolution 09 -030 declaring a Level 2 Water Shortage Condition, consistent with Poway
Municipal Code Chapter 8.94; and
WHEREAS, mandatory water restrictions have been in effect since that
resolution took effect on July 1, 2009; and
WHEREAS, Poway residents and businesses significantly reduced overall water
use between 2007 and 2010; and
WHEREAS, because of improved weather conditions, including above average
rainfall and snowpack, on April 13, 2011, Metropolitan Water District of Southern
California discontinued its Water Shortage Allocation Plan, including discontinuation of
mandatory water restrictions; and
WHEREAS, on April 28, 2011, San Diego County Water Authority followed
Metropolitan Water District's action and discontinued its Water Shortage and Drought
Response Plan and ended mandatory urban and agricultural water supply cutbacks.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
that Resolution 09 -030 is hereby rescinded and the Level 2 water shortage condition is
hereby discontinued as set forth in Poway Municipal Code Chapter 8.94 — Water
Conservation Plan, effective immediately.
