A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
DENYING GENERAL PLAN AMENDMENT NO. 85-02A
AND ZONE CHANGE 85-02A
ASSESSOR'S PARCEL NUMBERS 275-232-01 TO 06, 45, 47 AND 48
WHEREAS, General Plan Amendment No. 85-02A and Zone Change No.
85-02A, submitted by John Visconsi et al, applicants, requested an
amendment to the Land Use Element of the General Plan and the
Zoning Plan from Residential Single Family 4 to Commercial O~fice
for approximately 9.4 acres of land located at the southeast corner
of Pomerado Road and Stone Canyon Road; and
WHEREAS, on April 5, 1983 the City Council considered a similar
application (GPA 82-01H) and certified a Final Environmental Impact
Report in conjunction with that proposal; and
WHEREAS, on September 10, 1985, the City Council held a duly
advertised public hearing to solicit comments from the public, both
pro and con, relative to this application;
NOW THEREFORE, the City Council does hereby resolve as follows:
Section 1: Findings
1. That the proposed General Plan Amendment and Zone Change, if
authorized, would ultimately foster strip-commercial activity
along Pomerado Road and would cause land-use friction with
adjacent rural residential neighborhoods, and therefore, would
be incompatible with said residential lands.
2. That the applicants have not demonstrated that a sufficient
local demand exists for additional commercial office territory
through either a prepared market study or other substantiating
evidence.
3. That there is presently an adequate supply of existing and
approved commercial office development in the vicinity of the
applicant's property, and that a substantial inventory of
vacant office space in the City of Poway exists nearby.
4. That the subject parcels could be developed under the existing
land use designation with mitigation for access and noise.
Section 2: City Council Decision
The City Council hereby denies General Plan Amendment No. 85-02A
and Zone Change No. 85-02A based upon the aforementioned findings.

PASSED, APPROVED, and ADOPTED by the City Council of the City
of Poway, California, at a regular meeting thereof this 10th day of
September, 1985.
