A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE TEXT OF THE COMMUNITY DESIGN ELEMENT
OF THE GENERAL PLAN OF THE CITY OF POWAY
COMPREHENSIVE PLAN (GPA 85-02E)
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code, and the California Environmental Quality Act, describe the
~rocedures for amending General Plans; and
WHEREAS, the City Council of the City of Poway has initiated
the subject General Plan Amendment in response to certain instances
where the modification of the exterior colors and materials of
existing structures has been inconsistent with the Goal, Objective,
and Statements of Policy of the General Plan's Community Design
Element, and that more definitive language is necessary and
appropriate in order to promote and maintain the aesthetic quality
of the physical environment; and
WHEREAS, the City of Poway has determined that the subject
General Plan Amendment will not have any significant adverse
environmental effects and therefore issued a Negative Declaration;
and
WHEREAS, the City of Poway held a properly noticed public
hearing in accordance with the California Government Code and the
California Environmental Quality Act to consider the subject
General Plan Amendment.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby
amend the text of the Community Design Element of the City of Poway
General Plan in accordance with Exhibit A attached hereto.
PASSED and ADOPTED by the City Council of the City of Poway,
State of California, this 10th day of September, 1985.

EXHIBIT A
General Plan Amendment 85-02E Amendment
to the Text of the Community Design Element
of the General Plan of the City of Poway
Comprehensive Plan
In accordance with Resoultion No. 85-072, adopted by the City
Council on September 10, 1985, the following amendments, as
indicated by the following underscored text, shall be incorporated
in the Community Design Element of the General Plan.
These amendments would either add additional language to existing
"Objectives," which would apply to each policy statement listed
under the "Objective," or would add new or refined policy state-
ments under existing Objectives.
1. Objective 3 - Preservation of Citywide Building Scale and
Variety
Buildings within the City should continue to be low-profile
with variety in size, shape, color, and materials used.
Add new Policy 3.d to read:
Modifications to exterior colors and materials of existing
buildings and structures shall be harmonious and compatible
with adjacent and surrounding uses and consistent with
other policies in the Community Design Element.
Objective 14 - Color, Material, and Facades
The color, material, and facades used in the construction of
residential units should be consistent with the rural character
of the City. The following policies shall apply to both new
residential construction and modifications to existing resi-
dential structures.
3. Objective 24 - Building Design
Building design should incorporate variety in the type of
materials, colors, units, heights, and facades. The following
policies shall apply to both the design of new buildings and the
redesign or modification of existinq buildings.
4. Objective 50 - Colors and Materials
Colors and materials used in construction should be consistent
with Poway's rural character. The following policies shall
apply to both the construction of new commercial buildings and
exterior modifications proposed for existing commercial
buildings.
5. Objective 52 - Roofs and Rooflines
Roofs and rooflines should complement the building proportion
and also be compatible with the adjacent structures. The
following policies shall apply to both new structures and modi-
fications to roofs and roo~lines of existing structures.
Policy 52.a The size, color, type, and materials of the
roof should complement the size, height, and shape of the
building.
7. Add new Policy 52.d to read:
Roofs on structures located in areas designated for commercial
and manufacturing land use on the Land Use Element of the
General Plan shall consist of materials which are made o~
clay or concrete tile, or heavy fiberglass shingles which
effectively simulate wood or tile. Composition asphalt
shingles, light weight fiberglass shingles, or other light
weight roof materials, as determined by the Director of
Planning Services, shall be prohibited. The City Council may
waive this policy if it determines that alternative types of
roof materials are acceptable.
8. Objective 57 - Types of Construction
Functional types of construction may be used when properly
enchanced by complementary color, materials, or surfacing. The
following policies shall apply to both the construction of new
structures and modifications to existing structures.
