THOSE TO BE URBANIZED ASD PROVIDED ~-ICIPAL
SERVICES WITHIN A 10-15 YEAR TIME HORIZON
~tEREAS, the San Diego County Local Agency Formation C~...~ssion has respon-
sibility for fostering orderly growth and development via the adoption of
spheres of infl.,ence; and
WHiP. AS, a sphere of influence is me~nt to depict the probable ultimate
boundaries and service area of a jurisdiction; and
WHiP. AS, cities should be allowed to include areas within their sphere
boun~L~ries which are consistent with the time frame of their long range plans
and address their general planning areas; and
WHEREAS, cities should be able to exert control over lands which are a logi-
cml extension of their urban area beyond the next 10-15 years.
NOW THEREFORE, BE IT R~ROLV~D that the City Council of the City of Poway
does hereby rec~.~nd that the San Diego Oounty LAFO0 be formally requested to
modify its policy establishing a 10-15 year time frame limit for spheres of
influence.
