A RESOLUTION OF THE CITY OF POWAY, CALIFORNIA,
AMENDING THE MASTER FEE SCHEDULE TO ADD PLAN CHECK AND
INSPECTION FEES RELATED TO THE IMPLEMENTATION OF
THE 2010 CALIFORNIA GREEN BUILDING STANDARDS CODE
WHEREAS, California Health and Safety Code Section 17958 requires that cities
adopt building regulations that are substantially the same as those adopted by the
California Building Standards Commission; and contained in the California Building
Standards; and
WHEREAS, the City is mandated to adopt the minimum requirements of the
2010 California Green Building Standards Code and contained in the California Building
Standards; and
WHEREAS, the City finds it necessary to recover the cost of implementation of
this mandatory Green Building Standards Code and the proposed fees do not exceed
the reasonable cost of providing the services for which the fees are imposed; and
WHEREAS, on July 19, 2011, the City Council held duly advertised public
hearings to solicit comments from the public on this proposed Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1 : The applicant shall pay for one hour of building plan check fee and one
hour of building inspection fee in addition to standard plan check and permit fees for any
new single - family residential building construction to cover the cost of implementation of
the 2010 California Green Building Standards Code.
Section 2 : The applicant shall pay for two hours of building plan check fee and two
hours of building inspection fee in addition to standard plan check and permit fees for
any new multi - family residential or nonresidential building construction to cover the cost
of implementation of the 2010 California Green Building Standards Code.
Section 3 . The Master Fee Schedule shall be amended to incorporate the fees for an
International Code Council (ICC) Plans Examiner at the rate of $90.00 per hour for plan
check and the fees for a Building Inspector at the rate of $83.00 per hour for inspection
for the implementation of the 2010 California Green Building Standards Code.
Section 4 : The fees shall become effective on September 17, 2011
