Res 86-083I~SOLUTIC~ NO. 86-083 A RESOLUTIC~ OF THE CITY CC~NCIL C~ THE Cl'-'f OF Pf~AY, C_~T.T~Oi~_A, ADOPTING A REVISED CHARTE~R FOR THE PARKS ASD RfEREATI(lg (IPMI~TEE AND RESCINDING RESOLUTICNS 101 ASD 279 $~IEI{EAS, o~ Febm~a~y 17, 1981, the City Council appointed five citizens to serve as a Parks and Recreation Cu~ittee; and WHEREAS, by B~solution No. 101, this Cu~.t.~ttee was form~!ly established and a charter aaopted; and WHEREAS, by B~solution No. 279, this charter was amended; and WHEREAS, it is again desirable to revise the charter for this C~..t%[ttee, more parti~flarly Section V, Termination of Membership. NC~, THEREFORE, BE IT N~ROLVED, by the City council of the city of Poway, as follows: 1. The Parks and 9~creation Cuu~ttee sb~]l continue to function as a Cu,,~.~ttee of the City of Poway. A Cb~ter, attached as E~ibit "A" is adopted. ~olutions 101 and 279 are hereby rescinded. Wahlsten, City Cler R/Revisel Section I. Purpose The purpose of the Parks and Recreation CuL,~ttee shall be to advise the City Council on the Parks and RecreatioD~l n~-----~- .~ of the City of Poway. Further the Parks and Recreation C~L,L.~ttee shall provide a me~ ns of encouraging c~,,unity involvement as it per~{ns to park development and recreational programming. Section II. Duties The Park and Recreation O~,~ttee shall have the following duties as determined by the Pow-ay City Council: 1. S,,h~it recum~ndations for Parks and Recreation matters proposed for consideration by the City Council. 2. Identify ar~-~ of the City where new parks or recreation facilities and programs may be required. 3. B~view existing programs. 4. Review existing facilities and rec~L~,~a%d future park improve- 5. Rec~'~nd priorities for park and recreation facilities and programs for budget consideration. 6. Identify sources of fuDa{ng for facility and program im~rove- merit. 7. ~courage citizen involvement. 8. Undertake special projects as desired by the city Council. Section III. Membership ae The Parks and Recreation CuL.~[ttee shall consist of five (5) members appointed by the Mayor with the concurrence of the city Council. Each Counci~ shall offer to the city Council for consideration, one ncmination for appointment to the C~,~',{ ttee. Adopted by Resolution No. 86-083 Page 2 B. C~,LJttee members shall be residents of the City of Poway. C. The term of membership shall correspond to the term of the councilmember who nominated the CuL~L~ttee m~nber. D. The City Manager or his designee shall be an ex-officio merrier of the Section IV. voting Each C~m%[ttee m~nber sb~]l be entitled to oae vote. Approval of any matter requires an affirmative vote frcm the majority of the members present provided a quorum of three are present and voting. Section V. Termination of Membership If a m~ber misses more than three (3) consecutive m~tings of the C~,,.~ttee, without prior authorization frcm the Mayor, such member shall be considered to have resigned frc~ the Cxm.,.~ttee. In e~i- tion, any menber of the C~,,.~ttee may be removed at any time and without cause by a majority vote of the City Council. Section VI. Meetings of Members ae Re~,]~r m~-~tings of the C~,m%~ttee shall be scheduled at l~t monthly, with the exception of the month 4,,~{ately following the election of City Council Members, at a ~{~e and place agr~ to by the C~u=.~ttee and convenient for the public in order to encourage cuL~,~nity involv~mlent. Special m~tings may be called at any time by the Chairperson or three or more me~bers, provided however that notification to the public and press is rode in accora~nee with applicable State Laws. Section VII. Financial Disclosure In accordance with the State of California Government Code, the Parks and Recreation C~,.,{ttee as designated employ~_s shall be required to file appropriate statements of economic interest. Adopted by R~olution No. 86-083 PARKS & R~CREATI~ Page 3 Section VIII. Officers ae The Officers of the C~L.,,~ttee sb~ll be Chairperson and vice Chairperson. The City Manager or his designee, as an ex- officio m~nber of the c~ittee shall serve as Secretary to the C~,,,,~ttee. Other officers my be appointed as necessary to carry out the ~rk of the C~,~,~ttee. Be The officers sh~ll be chosen annn~lly by the Cu,,,,~ttee and shall serve for a term of one y~r, provided that any officer may be re-elected to succ~ him/hers~-lf for one a~tioD~l term only. Ce The term of office sh~]l run frcm the =ting L~,,~ately following the election of City Council Me~bers and expire approximately one y~r later at the ]a~t meeting before the second Tuesday in April of each y~r. Section IX. Duties of Officers ae Duties of the Chairperson The Cb~{rperson shall preside at all meetings of the Cu~.,~tt~ and provide instructions to all ad-hoc C~,Rttee chairman and will attend appropriate m~tings of the City Council. In his/her absence the vice Chairperson will attend and make appropriate reports to the C~;~ttee at their next re~]ar ~ting. Bo Duties of the vice Chairperson In the absence or disc~,m]ification of the Chairperson, the vice Cha~son sba!l assume all the duties and respon- sibilities of the Chairperson. Ce Duties of the Secretary The Secretary shall keep or cause to keep a book of minutes of all meetings of the C~,.ittee. The SecretAry sb~ll pre- pare ageD~-~ and shall give notice of regular and special' m~ctings of the Oa~Nttee. Section X. ~-hoc Cc~.,~ttees The C~,,,~ttee may create such ad-hoc c~,.~Jttees as the business of the C~.,~ttee may require, each of which sb~ll exist for such period and have such authority and perform such duties as the Cc~%,~[ttee may from time to time determine. Adopted by R~olutien No. 86-083 PARKS & P4~m~ATI~N Page 4 Section XI. Section XII. Men,hers of the Poway Parks and Recreation Ou~,L.~ttee shall serve without cc~pensation. However, menbers shall be reimbursed for expenses incurred in carrying out the duties of the Ou, L,~ttee as approved by the City Council. Amendment of By-Laws These by-laws shall be reviewed every two y~rs and my be amended at any time at any re~,]a~ or special m~ting.
