WHEREAS, the Poway Redevelopment Agency (the "AOency") is authorized to
carry out the redevelopment of the Paguay Redevelo~]nent Project Area (the
"Project"): and
~F~S, the R~]~evelo[a~_nt Plan for the Project Area authorizes and directs
the Agency to pay all or part of the value of the acquisition and construction
of public improvements, which are enumerated in materials referenced in the
Redevelopment Plan and which include the improvements to the Pc~,-erado School
playing fields (the "Fields"); and
~F_~S, the Agency desires to construct the improvements to the playing
fields; and
~r~RF~S, California H~,al:th and Safety Code Section 33445 provides that the
Redevelo~m~ent Agency my, with the consent of the legislative body, pay all or
part of the value of public buildings, facilities, structures or other improve-
ments upon a fir~ng that ~-ch public improv~me_nts are of benefit to the Project
Area or the iam~ {ate neighborhood in which the Project is located, aD~l that
there is no other r~monable m~ns of financing such public improvements
available for the o~,~nity; and
~RREAS, without the financing by the Agency, there are insufficient resour-
ces avail_able for the improvenents to the playing fields; and
~R. NF_~S, the playing fields are used by and of benefit to persons residing
in the Project Area; and
~%~_~AS, the Poway Unified School District (the "District") uroposes to
enter into an agr~------nent with the Agency to authorize these improvements.
NOW, THEREFORE, the city Council of the City of Poway does hereby resolve as
follows:
Section 1: The City Council hereby determines that the im~)rovements to the
playing fields at Pcu-~raao School will be of benefit to the Project Area and the
surrour~3ng area neighborhood in which the Project is located.

Section 2: The City Council further determines that there are no other
r~.~on~hle m~ns for financing the improvements to the playing fields without
having the Agency pay all or part of the value of such improvements.
Section 3: The City Council authorize the City Manager to empend the funds
necessary to c~,~lete these improvements when an agreement approving the project
is executed with the school district.
