APPROVING THE APPLICATION FOR GRANT FU~}S
.qR. RVING PROGRAM OF THE C._AT.TFORNIA PARK AND
I~CREATI(/qAL FACIT.ITT~ ACT OF 1984 FOR
GARD~ ROAD PARK RESTROCM PROJECT
~HEREAS, the people of the State of California have ~nacted the California
Park and l~_ec-reational Facilities Act of 1984, which provides funds to the State
of California and its political subdivisions for developing facilities for
public recreatiou~l purposes; and
~%~REAS, the State Department of Parks and Recreation ba.~ been delegated the
responsibility for the administration of the program within the state, setting
up necessary procedures governing application by local agencies under the
program; and
~4R. REAS, said procedures eseahlished by the State Department of Parks and
Recreation require the applicant to certify by resolution the approval of appli-
cations before s~Pmission of said applications to the state; and
WHEREAS, said applications contain assurances that the applicant ~-~t c~i-~ly
with; and
~{EREAS, the applicant agency will enter into an agr~------~ent with the State of
California for develo[anent reh~ahilitation or restoration of the project.
NOW, THEREFORE, ~E IT RESOLVED, that the City Council of the City of Poway,
Cal[fornia hereby:
1. Approves the filing of an application for 1984 state grant assiseance
for the C~rden Road Park Restrocm Project; and
2. Certifies that said agency underseands the assurances and certification
in the application; and

Certifies that said agency ba-~ or will have have sufficient funds to
operate and maintain the project, and if the project is selected for
state grant funding; and
e
Certifies that said organization will provide construction plans and
specifications to the state within one y~r of the appropriation of
funds under this program and will commence work immediately after state
approval; and

5. Appoints the City Manager as agent of the city of Poway to conduct all
negotiations, e~ecute and submit all documents including but not
limited to applications, agreements, amendments, payment requests, and
so on which may be necessary for the c~,~letion of the aforementioned
projects(s); and
6. Appoints Steve Eckis, City Attorney, as legal counsel for said agency
with authorization to sign the certification on page 1 of application.
