A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE LAND USE ELEMENT OF
THE GENERAL PLAN OF THE CITY OF POWAY
COMPREHENSIVE PLAN (GPA 86-02B)
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, property owner Raymond J. Russ has filed an applica-
tion, GPA 86-02B, requesting a modification ~of land use designation
on assessor parcel 323-261-04 having a total area of approximately
0.35 acres and located approximately 230 feet south of Poway Road
on the west side of Adah Lane; and
WHEREAS, the application requests a change in land use from
Rural Residential C (1 du/1, 2, or 4 net acres) to Commercial
General; and
WHEREAS, the City of Poway held a properly noticed public
hearing on September 16, 1986 in accordance with the California
Government Code and the California Environmental Quality Act to
consider that request, and said hearing was continued to September
30, 1986; and
WHEREAS, the City Council finds that the proposed General Plan
Amendment 86-02B will not have a significant adverse impact on the
environment and hereby issues a Negative Declaration; and
WHEREAS, the City Council further finds that the proposed
General Plan Amendment would ultimately foster an orderly pattern
of land use in the Poway Road/Adah Lane area; and
WHEREAS, the City Council further finds that the future commer-
cial development of the subject property shall be transitional in
character and compatible with the adjoining rural residential land
uses, and therefore, hereby directs the Planning Services
Department to prepare a Specific Plan for the development of the
property pursuant to Section 65450, et. seq., of the Government
Code. Said specific plan and requisite Zone Change shall be
brought back to the City Council and considered as a concurrent
request at a future date.

NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby amend the City of Poway General Plan Land Use Map of the
Land Use Element for the above described property from Rural
Residential C (1 du/1, 2, or 4 net acres) to Commercial General.
APPROVED AND ADOPTED by the City Council of the City of Poway,
State of California, this 30th day of ~ptember, 1986.
