A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE LAND USE ELEMENT OF
THE GENERAL PLAN OF THE CITY OF POWAY
COMPREHENSIVE PLAN (GPA 86-02C)
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, property owners, Argumendo and Maria Navarro have filed
an application, GPA 86-02C, requesting a modification of land use
on assessor parcel 323-060-53 having a total area of approximately
0.39 acres and located approximately 170 feet south of Garden Road
on the east side of Clair Drive; and
WHEREAS, the application requests a change in land use from
Residential Single Family 5 (4-7 du/net acre) to Manufacturing
Service; and
WHEREAS, the City of Poway held a properly noticed public
hearing on September 16, 1986 in accordance with the California
Government Code and the California Environmental Quality Act to
consider that request, and said hearing was continued to
September 30, 1986; and
WHEREAS, the City Council finds that the proposed General Plan
Amendment 86-02C will not have a significant adverse impact on the
environment and hereby issues a Negative Declaration; and
WHEREAS, the City Council further finds that the proposed
General Plan Amendment would ultimately foster an orderly pattern
of land use in the Garden Road/Clair Drive area; and
WHEREAS, the City Council further finds that the future devel-
opment of the subject property shall be transitional in character
and compatible with the adjoining residential land uses, and there-
fore, hereby directs the Planning Services Department to prepare a
Specific Plan for the development of the property pursuant to
Section 65450, et. seq., of the Government Code. Said specific
plan and requisite Zone Change shall be brought back to the City
Council and considered as a concurrent request at a future date.

NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby amend the City of Poway General Plan Land Use Map of the
Land Use Element for the above described property from Residential
Single Family 5 (4-7 du/net acre) to Manufacuting Service.
APPROVED AND ADOPTED by the City Council of the City of Poway,
