A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, AMENDING THE PROPOSED POWAY SPHERE OF INFLUENCE
BOUNDARY BETWEEN THE CITIES OF POWAY AND SANTEE
WHEREAS, the Poway City Council approved a proposed Sphere of
Influence Study for the City on July 23, 1984 and said proposal
included a large area of unincorporated land known as the Sycamore
Canyon area situated between the Cities of Poway and Santee; and
WHEREAS, on August 5, 1985, the San Diego Local Agency
Formation Commission (LAFCO) held a public hearing and approved a
partial Sphere of Influence for the City of Poway, and said LAFCO
action included the designation of the Sycamore Canyon area as a
"Special Study Area" pending the completion of a sphere study by
the City of Santee; and
WHEREAS, the City of Santee approved a Draft Sphere Plan on
February 13, 1986, and said Draft Plan substantially overlaps the
proposed Poway sphere boundary in the Sycamore Canyon area; and
WHEREAS, on August 4, 1986, LAFCO held a public hearing to con-
sider the Draft Santee Sphere Plan and said hearing was continued
to January 5, 1987 at the request of the Cities of Poway and Santee
to allow the two cities additional time to reach a compromise
sphere boundary for the Sycamore Canyon area; and
WHEREAS, the Cities of Poway and Santee, on June 17 and July 9,
1986, respectively, formed joint Council subcommittees to resolve
the sphere boundary issue and a boundary agreement was reached on
December 17, 1986; and
WHEREAS, the agreement specifies that the common sphere boun-
dary between the two cities be established as a continuous east-
west line which coincides with the centerline of Sections 28, 27,
and 26, as depicted on Attachment 1; and
WHEREAS, the amended sphere boundary for the City of Poway in
the Sycamore Canyon area now consists of approximately 440 acres
less than initially proposed in the Poway Sphere Study of July 24,
1984; and
WHEREAS, the necessary Environmental Review has already been
conducted for the proposed Poway Sphere of Influence and no further
review is required of the City of Poway.
NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby amend the proposed Sphere of Influence boundary in the
Sycamore Canyon area to coincide with the centerlines of Sections
28, 27, and 26, and said boundary has received the mutual consent
of the Cities of Poway and Santee.
