A RESOLUTION OF THE POWAY HOUSING AUTHORITY
ADOPTING POWAY HOUSING AUTHORITY BOARD CEQA.GUIDELINES,
RELOCATION ASSISTANCE GUIDELINES, A CLAIMS ORDINANCE,
AND COMPENSATION SCHEDULE
WHEREAS, the City Council of the City of Poway (the "City Council ") adopted
Resolution No. 11 -009 establishing the Poway Housing Authority (the "Authority ") on
March 1, 2011 pursuant to Housing Authority Law, commencing with Health and Safety
Code Section 34200 et seq. (the "Law "); and
WHEREAS, on March 11, 2011, the Poway Redevelopment Agency (Agency)
entered into a Cooperation Agreement with the Authority to aid the Agency and cooperate
with the Agency to expeditiously implement the Projects in accordance with the
Redevelopment Plan for the Project Area and the Implementation Plans and undertake
and complete all actions necessary or appropriate to ensure that the affordable housing
objectives of the Redevelopment Plan for the Project Area and the Implementation Plans
are fulfilled within the time effectiveness of the Project Area. Under the terms of the
Cooperation Agreement, the Agency is to make payments to the Authority for costs of
performing its obligations thereunder; and
WHEREAS, the Authority adopted Resolution No. H -11 -02 on March 11, 2011,
naming the Authority, designating the initial permanent chairman, vice chairman and
officers of the Authority, establishing the commissioners' terms of office and succession,
adopting rules of procedure, personnel rules and regulations and a conflict of interest
code, and providing for the time and place to hold regular meetings of the Authority
pursuant to the Law; and
WHEREAS, Section 34322 of the Law requires the Authority to also adopt
California Environmental Quality Act (CEQA) guidelines, relocation assistance guidelines,
a claims ordinance, and a compensation schedule.
NOW, THEREFORE, BE IT RESOLVED by the Poway Housing Authority as
follows:
Section 1 : Recitals. The foregoing recitals are true and correct.
Section 2 : CEQA Guidelines, The Commissioners of the Poway Housing
Authority hereby adopt by reference the CEQA Guidelines adopted by the City Council on
August 18, 1981, by Resolution No. 141 as they may be amended by the City Council from
time to time.
Section 3 : Relocation Assistance Guidelines. The Commissioners of the Poway
Housing Authority hereby adopt by reference the Relocation Assistance Guidelines
adopted by the Poway Redevelopment Agency on September 27, 1983, by Resolution No.
R -83 -07 as they may be amended by the Agency from time to time.

Section 4 : Claims Ordinance. The Commissioners of the Poway Housing
Authority hereby adopt by reference the Claims Ordinance set forth in Chapter 1.18 of
Article 1 of the Poway Municipal Code, as that Chapter may be amended by Council from
time to time.
Section 5 : Compensation Schedule. The Commissioners of the Poway
Housing Authority agree to accept no additional compensation for their capacity as Poway
Housing Authority Commissioners.
PASSED, ADOPTED AND APPROVED by the Poway Housing Authority at a
regular meeting this 15th day of November 2011.
