~F_~S, the City Council of the City of Poway, C~]ifornia
desires to levy and collect assessments within Poway Landscape
Maintenance Assessment District No. 83-1 for the purpose of main-
taining, servicing and operating public landscape facilities located
within the territory ccmprising of said district as shown in Exhibit
A, pursu_ant to the Landscaping and Lighting Act of 1972; and
~, the public interest and convenience requires the main-
tenance, service and operation of the public landscaping, sound-
walls, recreational trails, and future parks within said territory.
N(~ ~, the City Council of the City of Pow-ay does
hereby resolve as follc~s:
1. The foregoing recitals are true and correct and the City Council
so finds and determines.
Proposed assessments for 1987-88 are as detailed in the
f~gineer' s Re~ort for Pow-ay Landscape Maintenance
Assessment District No. 83-1 for fiscal y~r 1987-88,
Exhibit B.
3. Purs,,ant to the Streets and Highways Code, a public
bea_ ring will be held on June 2, 1987 in the City Council
Chambers at City ~a] l to consider the levy and collection
of the proposed assessments.

FOR 1987-88 FIS(I~LYEAR
PURPOSE
The purpose of this report is to set forth the findings and enginering
analysis for Poway Landscape Maintenance Assessment District No. 83-1
for 1987-88 fiscal y~r. The Assessment District w~s formed June 14,
1983 as a mere_ ns of financing the mintenance of ]mndscape i~provenents
installed in conjunction with new sub-divisions in Poway, the bound_tory
being as shown in Exhibit A.
The Landscape and Lighting Act of 1972 permits the es~m_hlishment
of assessment districts by cities for the purpose of providing for
the maintenance of certain public improvenents which include the
facilities existing within the subject assessment district. The
1972 Act requires that mintenance assessments be levied according
to benefit rather than according to estimated v~lue. Section 22573
provides that:
"The net amount to be assessed upon lands within an
assessment district my be apportioned by any formula
or method which fairly distributes the net amount
~nong all assessable lots or parcels in proportion to
the estimated benefit to be received by each such lot
or pa~,cel fr~n the improv~m~ents."
_~_~ed upon the foregoing, it is proposed the City of Poway generate
the necessary revenue required to mintain the aforenentioned land-
scaping improv~nents with Landscape Maintenance Assessment District
No. 83-1 for the 1987-88 fiscml y~r using the method provided for
in the Tmndsc~pe and Lighting ACt of 1972.
~G~RING ANALYSIS
Boundary
The beunamry of the proposed assessment district is as shown on
E~hibit A with Rancho Arbolitos subdivision being the major portion
of the District with 975 lots. The other ~u~onent subdivisions
presently making up the District are Adobe Ridge I and II (formerly
Poway Woods 1 and 2), the (blonies (formerly Poway Hills), and
f~sa Rmal Unit 7. A small number of parcels that are zoned
c~nercial are subject to inclusion within the District when they
are developed. The prospective ~u,,~ercial areas are shown om
Exhibit A.
Exceptions frc~ the assessment of said oosts and expenses within the
area described are: all public str~s, public avenues, public lanes,
public roads, public drives, public courts, public alleys, all ease-
ments and rights of ~y, all public parks, greenbelts and parkways,
and all public school property being used for public school purposes.
The name of the district is: "Poway Landscape Maintenance Assessment
District No. 83-1".
FACILITIES
The facilities to be maintained are defined as the ]~ndsoaping and
soundwalls within the right-of-way and adjacent to (~nino del Norte,
Twin P~ks t~ad, and future Route 56; the recreational trails,
side~m!ks, and gr~nbelts within the district boum~ries, and 25% of
the mintenance oosts of all future parks within the District.

~3BDIVISIONS OF DISTRICT
A general assessment of the present level and quality of landscape
mintenance within subdivisions of the District having improved
landscape develoEmnent within public right-of-way, ham b~n recently
conducted. Landscape maintenance and performance s~mndards and speci-
fications have ~ developed to assure a oontinuing level of quality
to landscape care of assessment district properties.
~CIAL PROPERTIES PROPOSED FOR INCLUSION INTO DISTRICT
In the (.,l~ed{ate future, certain properties proposed for o~.,~rcial
develoIm~nt, (see Exhibit A), will be included within the Assessment
District. O~rrently, there are no landscape develolx~ent on these
properties. These um.,t~_rcial properties will have larger lot sizes
and a higher degree of landscape improv6mlents along street edges
bounding the umL,t~rcial centers.

A potential exists for the need to provide a differential assess-
ment to o~L~_rcial properties within the District. City staff is
currently ~orking with the respective owners of such properties to
establish master landscape develot~ment criteria to develop a general
landscape develolmnent plan, specific to the cut,~ercial ~ore, that will
provide oontinuity to overall landscape design in the District, and
allow for the establishment of an equitable differential assessments.
MRNEFIT ANALYSIS
The District is made up of five subdivisions: Adobe Ridge Unit 1, 55
lots; Adobe Ridge Unit 2, 57 lots (formerly Poway Woods ); C~a Real
Unit 7, 68 lots; The ODlonies of Po~ay, 30 lots (formerly Poway
Hills); and Rancho Arbolitos, 975 potential lots; for a total of 1,185
lots. The assessments will be ~lo~l~ted on a per lot basis by
dividing the total budget by 1,185.
