A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
ADOPTING A CHARTER FOR THE
OLD POWAY SPECIFIC PLAN ADVISORY COMMITTEE
WHEREAS, on March 31, 1987, the City Council established an
eleven member citizen committee, ten of which were appointed, to
serve as an Old Poway Specific Plan Advisory Committee; and
WHEREAS, it is desirable to adopt the charter for this
committee.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
of Poway, as follows:
The 01d Poway Specific Plan Advisory Committee shall func-
tion as a committee of the City of Poway.
2. A Charter, attached as Exhibit "A" is adopted.
PASSED, ADOPTED, AND APPROVED by the City Council of the City
of Poway, California, at a regular meeting thereof this 19th day of
May, 1987.

OLD POWAY SPECIFIC PLAN ADVISORY COMMITTEE
Section I. PURPOSE
The purpose of the 01d Poway Specific Plan Advisory Committee
shall be to advise the Planning Services Department, the City
Manager, and the City Council on matters affecting the for-
mulation of the proposed Specific Plan for Old Poway.
Section II. DUTIES
The Old Poway Specific Plan Advisory Committee shall have the
following duties:
Provide advice on matters assigned to the committee for
their review and recommendation.
Provide-input and/or rec6mmendations with regard to the
formulation and adoption of the proposed Specific Plan.
Section III.
MEMBERSHIP

The Old Poway Specific Plan Advisory Conunittee shall con-
sist of not less than eleven (11) members appointed by the
Mayor with the concurrence of the City Council.
Committee members may be residents or property owners
within the City, have a business located in Poway, or be
employed in Poway.
The committee shall disband at the adoption of the 01d
Poway Specific Plan by the City Council.
The City Manager or his designee shall be an exofficio
member of the committee and shall serve as secretary.
Section IV.
VOTING
Each committee member shall be entitled to one vote. Approval
of any matter requires an affirmative vote from the majority of
the members present, provided a quorum (consisting of a
majority of the members of the committee) are present and
voting.
Section V. TERMINATION OF MEMBERSHIP
If any member misses more than three (3) consecutive meetings
of the committee without prior authorization from the Mayor,
such member shall be considered to have resigned from the com-
mittee. In addition, any member of the committee may be
removed at any time and without cause by the majority vote of
the City Council.

Section VI. MEETINGS OF MEMBERS
Other meetings may be scheduled as necessary by the Chairperson
in the manner prescribed'by law.
Section VII. FINANCIAL DISCLOSURE
In accordance with the State of California Government Code, the
01d Poway Specific Plan Advisory Committee, as designated
employees, shall be required to file appropriate statements of
economic interest.
Section VIII. OFFICERS
The officers of the committee shall be Chairperson and
Vice Chairperson. The City Manager, or his designee as an
exofficio member of the committee, shall serve as
Secretary to the committee.
The chairperson shall be appointed by the Mayor with the
concurrence of the City Council. The Vice Chairperson
shall be chosen by the committee.
The Chairperson of the committee can only be removed from
office by the Mayor with the concurrence of the City
Council.
Section IX. DUTIES OF OFFICERS
1. Duties of the Chairperson
The Chairperson shall preside at all meetings of the com-
mittee and provide instructions to all ad hoc committee
chairpersons. When appropriate, the Chairperson will
attend meetings of the City Council.
2. Duties of the Vice Chairperson
In the absence of the Chairperson, the Vice Chairperson
shall assume all the duties and responsibilities of the
Chairperson.
3. Duties of the Secretary
The Secretary shall keep the minutes of all meetings of
the committee. The Secretary shall prepare agendas and
shall give notice of all meetings of the committee.
Section X. AD HOC COMMITTEES
The committee may create such ad hoc committees as the business
of the committee may require, each of which shall exist for such
period of time and perform such duties as the committee may

section xI. COMPENSATION
Members of the Old Poway Specific Plan Advisory Committee shall
serve without compensation. Members shall be reimbursed,
however, for expenses incurred in carrying out the duties of
the committee as approved by the City Council.
Section XII. AMENDMENT OF BY-LAWS
These bylaws shall be reviewed by the committee as necessary
and may be amended at any time at a regular or special meeting
of the Poway City Council.
