Res 87-064RESOLUTION NO. 87-064 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA, IN SUPPORT OF LOCAL TRANSPORTATION BALLOT MEASURE WHEREAS, it has been determined that San Diego County will require $9.97 billion to address transportation needs over the next 20 years; and WHEREAS, current revenue estimates for this same 20-year period project a $4.57 billion shortfall for addressing these needs; and WHEREAS, after a thorough study of available financing, it has been deter- mined by the Board of Directors of the San Diego Association of Governments {SANDAG} that a voter approved one-half cent increase in the sales tax will pro- vide revenues to begin resolving transportation needs; and WHEREAS, this sales tax increase will generate approximately $2.25 billion over the life of the program to be divided evenly among highway, mass transit, and local transportation projects; and WHEREAS, the estimated allocation for the City of Poway of $14.38 million will provide resources for the completion of improvements to the Poway Grade, South Poway Parkway, and State Route 56; and WHEREAS, a subcommittee of the SANDAG Board of Directors has reviewed a request of the City of Poway and has recommended the Poway Grade be included as a shared funding project within the Expenditure Plan. NOW, THEREFORE BE IT RESOLVED, that the Poway City Council supports both the expenditure plan and ordinance provisions, as amended by incorporation of the subcommittee recommendations on comments received on the Draft Expenditure Plan and ordinance as prepared by SANDAG.
