A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
IN SUPPORT OF THE
AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA'S
FREEWAY DEVELOPMENT TO THE YEAR 2000 PROPOSAL
WHEREAS, Southern California's and the San Diego Region's lifestyle and eco-
nomy are based upon mobility made possible by our highway and freeway networks;
and
WHEREAS, Southern California's population is expected to increase by at
least 3 million to 19 million residents by the year 2000, and San Diego County's
population will increase from 2.2 to 2.8 million during the same period; and
WHEREAS, the number of daily vehicle trips in Southern California will
increase from 50 million to 65 million and in San Diego County from 4 million to
7 million by the year 2000; and
WHEREAS, freeways serve over 50 percent of the region's and county's per-
sonal, con~nercial, and recreational travel and San Diego's Regional
Transportation Plan identifies select new freeway routes as high priority needs;
and
WHEREAS, efficiency of our existing traffic systems must be maximized
through improved management techniques; and
WHEREAS, the Automobile Club of Southern California has undertaken a public
information program to promote public awareness and public action toward
addressing Southern California's and San Diego County's transportation problems.
NOW, THEREFORE BE IT RESOLVED that the Poway City Council supports the
efforts of the Automobile Club of Southern California to promote improvements to
San Diego County's freeway system through construction of select new routes; by
promoting freeway flow management programs; by promoting improved transit
services; by promoting related freeway operational improvements; by encouraging
transportation systems management strategies; and by urging revenues for such
system improvement;
