A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
DENYING, WITHOUT PREJUDICE,
GENERAL PLAN AMENDMENT AND ZONE CHANGE (87-02A)
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, the City Council adopted the South Poway Planned
Community Development Plan on July 30, 1985 and said Development
Plan is a component of the Poway General Plan and is intended to
serve as the specific plan for the South Poway area; and
WHEREAS, property owner, McMillin Financial Development, Inc.
has filed an application, GPA/ZC 87-02A requesting a modification
of land use designation and zone classification on assessor parcels
320-011-01 (135.27 acres), 320-011-02 (7.92 acres), and a portion
of 320-011-03 (10.53 acres) having a total area of approximately
153.72 gross acres and located on the east and west sides of the
existing Pomerado Road and at the southwest corner of the future
intersection of the new Pomerado Road and the South Poway Parkway;
and
WHEREAS, the proposed amendment area is within the project
boundaries of the adopted South Poway Planned Community Development
Plan and said area is presently designated under the Development
Plan as Rural Residential A (1 du/4, 8, 20, or 40 net acres) and
Single Family 2 (1-2 du/net acre) and the Single Family 2 area is
approved for 60 dwelling units pursuant to the said Development
Plan; and
WHEREAS, the application requests a change in land use and
zoning from Rural Residential A (1 du/4, 8, 20, or 40 net acres),
RR-A and Residential Single Family 2 (1-2 du/net acres), RS-2 to
Residential Single Family 2 consisting of 122 dwelling units and
South Poway Commercial consisting of approximately 6.65 acres of
commercial land use; and
WHEREAS, the City of Poway held a properly noticed public
hearing in accordance with the California Government Code and the
California Environmental Quality Act to consider that request; and
WHEREAS, the City Council has considered the EIR addendum pre-
pared for the proposed amendment along with the Final EIR for the
South Poway Plan and has determined that the addendum makes the
original EIR adequate for the proposed amendment; and

WHEREAS, the City Council has determined that additional time
for analysis of the land use designations for the South Poway
Planned Community and further environmental analysis is required;
and
WHEREAS, the City Council directed the Planning Services
Department to prepare a report analyzing the land use designations
in the South Poway Planned Community, do additional environmental
analysis, and bring this item back as GPA/ZC 87-03.
NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby deny General Plan Amendment and Zone Change 87-02A.
APPROVED and ADOPTED by the City Council of the City of Poway,
State of California, this 22nd day of September, 1987.
