A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
DENYING GENERAL PLAN AMENDMENT
AND ZONE CHANGE
(GPA/ZC 87-02C)
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, the applicant, Schmit/Reeder, Inc., representing the
Roman Catholic Bishop of San Diego (property owner) has filed an
application, GPA/ZC 87-02C, requesting a modification of land use
and zoning on assessor parcel 273-790-12 having a total area of
approximately 9.53-gross acres and located at the southeast corner
of Solera Way and Tannin Drive; and
WHEREAS, the application requests a change in land use and
zoning from Open Space to Rural Residential C (1 du/1, 2, or 4 net
acres); and
WHEREAS, the City of Poway held a properly noticed public
hearing in accordance with the California Government Code and the
California Environmental Quality Act to consider that request; and
WHEREAS, the City Council finds that the proposed GPA/ZC 87-02C
will have a significant adverse impact on the environment due to
the direct loss of open space zoned lands as a result of the pro-
posed amendment; and
WHEREAS, the City Council further finds that the proposed
General Plan Amendment would not ultimately foster an orderly pat-
tern of land use and would not promote land use compatibility in
the Solera Way/Tannin Drive area.
NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby deny GPA/ZC 87-02C as described in the above recital.
