A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
DENYING GENERAL PLAN AMENDMENT
AND ZONE CHANGE (87-02D)
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, the City Council adopted the South Poway Planned
Community Development Plan on July 30, 1985 and said Development
Plan is a component of the Poway General Plan and is intended to
serve as the specific plan for the South Poway area; and
WHEREAS, property owner, Charles L. McLauchlan has
filed an application, GPA/ZC 87-02D requesting a modification of
land use designation and zone classification on portions of
assessor parcels 323-091-01 (147.59 ac.), 323-100-04 (12.80 ac.),
and 325-010-02 (10.15 ac.) having a total area of approximately
170.54 gross acres and located approximately one-half mile south of
Garden Road at the southern terminus of Grimsley Avenue; and
WHEREAS, the proposed amendment area is within the project
boundaries of the adopted South Poway Planned Community Development
Plan and said site areas are presently designated under the
Development Plan as Rural Residential A (1 du/4, 8, 20, or 40 net
acres); and
WHEREAS, Site 1 contains 65 acres of vacant land located imme-
diately to the south of the Poway Oaks Subdivision and Site 2 con-
tains 50 acres of vacant land to the north of and adjacent to
Beeler Creek; and
WHEREAS, the application requests a change in land use and
zoning from Rural Residential A (1 du/4, 8, 20, or 40 net acres),
RR-A to Residential Single Family 5 (RS-7) for Site 1 and from RR-A
to Light Industrial (LI) for Site 2; and
WHEREAS, the City of Poway held a properly noticed public
hearing in accordance with the California Government Code and the
California Environmental Quality Act to consider that request; and
WHEREAS, the City Council has considered the EIR addendum pre-
pared for the proposed amendment along with the Final EIR for the
South Poway Plan and has determined that the addendum makes the
original EIR adequate for the proposed amendment; and

WHEREAS, the City Council finds that proposed General Plan
Amendment/Zone Change 87-02D would result in an incremental and
cumulative increase in significant environmental impacts in the
South Poway area, would not promote land use compatibility with
existing surrounding residential land uses and vacant land, and
would not be in substantial compliance with the findings adopted
under Resolution No. P-85-45 which enacted the South Poway Planned
Community Development Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby deny General Plan Amendment and Zone Change 87-02D.
APPROVED and ADOPTED by the City Council of the City of Poway,
