A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
DENYING A CITY-INITIATED AMENDMENT TO
THE CIRCULATION ELEMENT OF
THE GENERAL PLAN OF THE CITY OF POWAY
COMPREHENSIVE PLAN (GPA 87-02E)
WHEREAS, the City Council of the City of Poway recognizes that the
need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, the City of Poway has initiated an amendment to the
Circulation Element of the General Plan, GPA 87-02E, concerning two
related modifications to the text and graphics of the said Element;
and
WHEREAS, the first change involves the modification to the
Secondary Arterial roadway classification criteria from (84 feet
right-of-way width/64 feet paved width) to (94 feet right-of-way
width/74 feet paved width); the creation of a new roadway classifica-
tion, "Arterial Collector," defined as (84 feet right-of-way width/64
feet paved width); and, the renaming of the existing "Collector"
classification to "Local Collector"; and
WHEREAS, the second change involves the redesignation of Garden
Road, between Neddick Avenue and Sycamore Canyon Road, from the
Secondary Arterial roadway classification to the Arterial Collector
roadway classification as defined above; and
WHEREAS, the City of Poway held a properly noticed public hearing
in accordance with the California Government Code and the California
Environmental Quality Act to consider that request; and
WHEREAS, the City Council finds that the proposed General Plan
amendment is premature at this time and has directed the Planning
Services and Public Services Departments to prepare an ultimate road-
way design for Garden Road which addresses the concerns of the resi-
dents and property owners in the Garden Road area.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby
deny GPA 87-02E as described above.
