Res 87-111RESOLUTION NO. 87-111 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA DENYING CITY-INITIATED GENERAL PLAN AMENDMENT/ZONE CHANGE 87-02I AND SPECIFIC PLAN 87-03 WHEREAS, the City Council of the City of Poway recognizes that the need may arise to amend the City's General Plan; and WHEREAS, Section 65350, et seq., of the California Government Code describes the procedures for amending General Plans; and WHEREAS, the City of Poway has initiated a general plan amend- ment GPA 87-02I and zone change ZC 87-02I, requesting a modifica- tion of land use and zoning designation for certain parcels of land located south of Poway Road, north of Poway Creek, and between Midland Road on the west and Vista View Drive on the east; and WHEREAS, the subject application requests the redesignation of land use and zoning as follows: From Residential Single-Family 5 (4-7 du/net acre) to Commercial Community for Assessor's Parcels (317-661-14, 0.45 acres), (317-661-15, 0.25 acres), and (317-661-16, 0.25 acres) totaling 0.95 acres and located on the west side of Gate Drive and north of Poway Creek; From Rural Residential C (1 du/1, 2, or 4 net acres) to Commercial Community for Assessor's Parcels (317-662-01, 2.76 acres), (323-261-26, 0.06 acre portion), and (323-261-31, 1.01 acres) totaling 3.83 acres and located north of Poway Creek between Gate Drive and Vista View Drive; 0 From Commercial General to Commercial Community for Assessors Parcels (323-261-26, 0.17 acre portion), (323-261-29, 0.85 acre), and (323-261-30, 1.70 acres) totaling 2.72 acres and located on the south side of Poway Road and west of Vista View Drive; and WHEREAS, the City of Poway has also prepared a Specific Plan (SP 87-03) in accordance with Government Code Section 65450 et. seq., and said specific plan incorporates, in part, the parcels of land the subject of General Plan Amendment/Zone Change 87-02I, and in the entirety, covers an area of approximately 18.27 gross acres in size located on the south side of Poway Road, north of Poway Creek, and between Midland Road (extended and Vista View Drive; and Resolution No. 87-111 Page 2 WHEREAS, the City of Poway held a properly noticed public hearing in accordance with the California Government Code and the California Environmental Quality Act to consider that request; and WHEREAS, the City Council finds that the proposed General Plan Amendment/Zone Change and Specific Plan are premature at this time because of the need for staff to address and resolve additional issues conerning the ultimate site design and its com- patibility with adjacent residential land useS. NOW, THEREFORE, BE IT RESOLVED t~at the city council does hereby deny the subject City-initiated applications as described above.
