A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, AMENDING THE PEDESTRAIN TRAIL SYSTEM MAP
OF THE TRANSPORTATION MASTER ELEMENT OF THE
POWAY GENERAL PLAN (GENERAL PLAN AMENDMENT (GPA) 12 -02)
WHEREAS, the City Council of the City of Poway recognizes that the need
may arise to amend the City's General Plan, and
WHEREAS, Section 65350, et seq of the California Government Code describes
the procedure for amending the General Plan, and
WHEREAS, The Transportation Master Element, that includes the Pedestrian
Element, was updated on June 1, 2010, and
WHEREAS, subsequent corrections to the Pedestrian Trail System Map, Figure
V -11, located in the Pedestrian Element, are necessary to denote future trail linkages
required to identify and secure trail easements in new developments, and
WHEREAS, on February 7, 2012, the City Council held a duly advertised public
hearing to solicit comments from the public relative to this application,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows
Section 1. The City Council has considered that a Negative Declaration was
approved on June 1, 2010, for the update of the Transportation Master Element
(GPA 10 -02) As no new impacts are proposed, the previously issued Negative
Declaration adequately addresses the environmental assessment of this project.
The City Council therefore finds, on the basis of the whole record before it, that no
additional environmental review is required per State CEQA guidelines
Section 2. The City Council finds that General Plan Amendment 12 -02 is consistent
with the goals and policies of the Pedestrian Element of the Transportation Master
Element.
Section 3. The City Council hereby adopts the Amendment to the Transportation
Master Element (General Plan Amendment 12 -02) as incorporated herein by this
reference and by Exhibit A attached hereto
