MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
DECEMBER 7, 1992
The December 7, 1992, meeting of the City Council of the City of Poway,
adjourned from the December 1, 1992 regular meeting, was called to order at 5:40
p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

Mayor Higginson explained the procedure for Public Oral Communications. There
was no one present wishing to speak.
ITEM 3
INTERVIEW APPLICANTS FOR
gITY COMNCIL VACANCY
Mayor Higginson stated there is currently one two --year unexpired term to be
filled on the City Council. On December 1, 1992 the City Council expressed a
preference to fill this vacancy by appointment and accepted applications until
5:00 p.m. on Friday, December 4, 1992. There were fifteen applicants and they
are present today to be interviewed. The candidates will be interviewed in
alphabetical order and will be asked to wait in the City Hall Conference Room
until they are called. They will each be given five minutes to address the
Council and describe their qualifications. The Council will then be able to ask
questions of each applicant.

RE S AND CALL TO ORDER
Mayor Higginson recessed the meeting at 6 :45 p.m., following the interview of
Judy Mantle and called it back to order at 7:00 p.m.. and proceeded with the
remainder of the applicants.
Following the interviews, Council discussed the process to be followed in
selecting someone to fill the vacancy. Each Councilmember wrote down their top
two selections and passed the slips to the City Clerk who read the names aloud,
as follows: Susan Callery - Mickey Cafagna, Jack Mitchell; Bob Emery - Betty
Rexford, Linda Oravec; Don Higginson - Mickey Cafagna, Bill Robertson; Tony
Snesko - Michael Cafagna, Bill Robertson.
Motion by Councilmember Snesko, seconded by Mayor Higginson to appoint Mickey
Cafagna to the two -year vacant City Council seat. Motion carried 3 -1 with
Councilmember Emery voting "no."
Since this item is on the agenda for December 8, 1992, motion by Councilmember
Callery, seconded by Councilmember Emery to continue the selection to December
8, 1992 for a final vote to be taken. Motion carried 4 -0.
ADJOURNMENT
Mayor Higginson adjourned the meeting at 7:55 p.m. on motion by Councilmember
Callery, seconded by Councilmember Snesko.
