Res P-03-08RESOLUTION NO. P-03-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING A MODIFICATION TO COMPREHENSIVE SIGN PROGRAM 92-01 AND RESCINDING RESOLUTION NO. P-92-22 ASSESSOR'S PARCEL NUMBERS 317-820-01, 02, 03, 04, 05, 06, 07, 08 and 09 WHEREAS, Comprehensive Sign Program (CSP)92-01(M), submitted by Linda Pascale, Properties, LP, Applicant, requesting approval for a modification to the Comprehensive Sign Program for the Creekside Plaza located at 13409-13589 Poway Road within the Town Center (TC) Zone and Poway Road Specific Plan. WHEREAS, on February 18, 2003, the City Council considered the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality Act (CEQA) pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures 5' to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Municipal Code and the Poway Road Specific Plan. Section 3: The City Council hereby approves Comprehensive Sign Program 92- 01(M), subject to the following conditions: Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. Upon submittal of a Sign Permit application pursuant to this Comprehensive Sign Program, the applicant shall provide evidence that the property owner or its agent has approved the proposed signage. C. The following design standards shall apply to all tenants within the center: Wall signs shall consist of individual channel letters with plexiglass faces and interior illumination. The letter height shall be 24 inches for single-row copy and 12 inches for double-row copy. The maximum length of any tenant sign shall be 80 percent of the leased frontage. 4. The depth of individual channel letters shall be five inches. Resolution No. P-03-08 Page 2 In addition to white, sign lettering on wall signage may have the following colors: Red, Blue and Green. The color of letter returns and trim caps shall be Bronze. Any franchise, national or regional chain stores operating at least five stores under the same trade name, with a registered logo or trademark, may display their letter style, logo and/or colors of their identification, subject to approval of the Director of Development Services. The use of different colors for tenant Iogos will be allowed, subject to the approval of the Director of Development Services. Lettering or font style of the sign copy shall be approved as part of the individual sign permit. 10. One freestanding sign shall be permitted for the Community Road and Poway Road frontages. The maximum height for any freestanding sign shall be eight feet from the adjacent grade and of 65 square- feet for each face. The base of the sign shall be river rock. The names of two of the three major tenants will be displayed on each face. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City ordinances in effect at the time of sign permit' Resolution No. P-92-22 is hereby rescinded.
