P-03-09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING COMPREHENSIVE SIGN PROGRAM 02-03 ASSESSOR'S PARCEL NUMBERS 317-270-21 WHEREAS, Comprehensive Sign Program (CSP) 02-03, submitted by Johnson Signs, Applicant, requests the approval of a Comprehensive Sign Program for a multi- tenant Light Industrial building located at 12147 Kirkham Road, within the South Poway Planned C ly zone. WHEREAS, on February 18, 2003, the City Council considered the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: This proposed project is Cate orically Exempt (Class 11) from the California Environmental Quality Act (CEQA) ursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of m nor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the South Poway Specific Plan and the Poway Municipal Code. Section 3: The City Council hereby appro"-s Comprehensive Sign Program 02-03, subject to the following conditions: Within 30 days of approval, the applica t shall submit in writing that all conditions of approval have been read and unders ood. All signs shall conform to the sign crite a and design guidelines contained within the South Poway Specific Plan D elopment Standards and the general provisions of the Comprehensive Sign rdinance of the Poway Municipal Code as amended from time to time. C. The following design standards shall ap ly to all tenants within the center: Using the same background co on all signs. The color palette used for the wall sign background is beig Using not more than three diffe white, sign lettering on wall sig #2050, Red #2157 and Black # nt colors for sign lettering. Proposed wall signs shall be constructed of individually channel letters made of ¼-inch thick acrylic faces laminated to 2-inch polystyrene. 4. The channel letter wall signs shall be non-illuminated. 5. Different colors for tenant Iogos will be allowed subject to the approval of the Director of Development Services. Tenants that are part of a chain of stores with a nationally recognized sign design may utilize colors other than the approved colors. 6. The maximum number of wall signs allowed for any one business shall be one (1). 7. The monument sign shall be designed to be compatible with the overall design of the center. A separate sign permit is required prior to installation of any freestanding sign. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City ordinances in effect at the time of sign permit issuance. Prior to installing a sign the applicant shall obtain a Sign Permit from the Planning Division and any necessary Building Division permits.
