ENGINEER'S REPORT
FOR POWAY
LANDSCAPE MAINTENANCE ASSESSMENT DISTRICT NO. 83-1
FOR 1988-89 FISCAL YEAR
PURPOSE
The purpose of this report is to set forth the findings and engi-
neering analysis for Poway Landscape Maintenance Assessment
District No. 83-1 for 1988-89 fiscal year. The Assessment District
was formed June 14, 1983 as a means of financing the maintenance of
landscape improvements installed in conjunction with new sub-
divisions in Poway, the boundary being as shown in Exhibit "A".
FINDINGS
The Landscape and Lighting Act of 1972 permits the establishment of
assessment districts by cities for the purpose of providing for the
maintenance of certain public improvements which include the facil-
ities existing within the subject assessment district. The 1972
Act requires that maintenance assessments be levied according to
benefit rather than according to estimated value. Section 22573
provides that:
"The net amount to be assessed upon lands within an
assessment district may be apportioned by any formula
or method which fairly distributes the net amount
among all assessable lots or parcels in proportion to
the estimated benefit to be received by each such lot
or parcel from the improvements."
Based upon the foregoing, it is proposed that the City of Poway
generate the necessary revenue required to maintain the aforemen-
tioned landscaping improvements with Landscape Maintenance
Assessment District No. 83-1 for the 1988-89 fiscal year using the
method provided for in the Landscape and Lighting Act of 1972.
ENGINEERING ANALYSIS
Boundary
The boundary of the proposed assessment district is as shown on
Exhibit "A" with Rancho Arbolitos subdivision being the major por-
tion of the District with 975 lots. The other component sub-
divisions presently making up the district are Adobe Ridge I and II
(formerly Poway Woods 1 and 2), the Colonies (formerly Poway
Hills), Casa Real Unit 7, Rancho Espola, Twin Peaks Plaza, Country
Creek, Woodland Hills, and Community 16 Villas.
Exceptions from the assessment of said costs and expenses within
the area described are: all public streets, public avenues, public

lanes, public roads, public drives, public courts, public alleys,
all easements and right-of-way, all public parks, greenbelts and
parkways, and all public school property being used for public
school purposes.
NAME
The name of the district is: "Poway Landscape Maintenance
Assessment District No. 83-1."
FACILITIES
The facilities to be maintained are defined as the landscaping and
soundwalls within the right-of-way and adjacent to Camino del
Norte, Twin Peaks Road, Route 56 and Espola Road; the recreational
trails, sidewalks, and greenbelts within the district boundaries,
and 25% of the maintenance costs of Starridge Park and all future
parks within the District.
EXISTING CONDITIONS OF LANDSCAPE MAINTENANCE WITH DEVELOPED
SUBDIVISIONS OF DISTRICT
A general assessment of the present level and quality of landscape
maintenance within subdivisions of the District having improved
landscape development within public right-of-way, has been recently
conducted. Landscape maintenance and performance standards and
specifications have been developed to assure a continuing level of
quality to landscape care of assessment district properties.
COMMERCIAL PROPERTIES ANNEXED INTO THE DISTRICT
Twin Peaks Plaza has been included into the District. An equiva-
lent dwelling unit of 8~ has been assigned to this commercial
development.
A potential exists for the need to provide a differential
assessment to commercial properties within the District. City
staff is currently working with the respective owners of such pro-
perties to establish master landscape development criteria to
develop a general landscape development plan, specific to the
commercial core, that will provide continuity to overall landscape
design in the District, and allow for the establishment of an
equitable differential assessment.
BENEFIT ANALYSIS
The District is made up of the following subdivisions: Adobe Ridge
Unit 1, 55 units; Adobe Ridge Unit 2, 57 units (formerly Poway
Woods); Casa Real Unit 7, 68 units; The Colonies of Poway, 30 units
