A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
SUPPORTING PROPOSITION 71, THE
"GOVERNMENT SPENDING LIMITATION AND ACCOUNTABILITY ACT"
WHEREAS, Article XIIIB of the California State Constitution limits
future state and local government spending of tax revenue to 1979 levels,
adjusted annually for population and cost of living changes; and
WHEREAS, the index used to calculate the cost of living change has been
the national Consumer Price Index rather than an index reflective of
California Consumer Price Index and the population adjustment is for the
resident population; and
WHEREAS, the Commission on State Finance reports that the current
spending limit could force over $23 billion in cuts in critical public ser-
vices over the next decade; and
WHEREAS, the Californians for Quality Government have successfully
obtained signatures to place Proposition 71 on the June 1988 ballot to
amend Article XIIIB; and
WHEREAS, this measure proposes that the annual calculation of the Gann
limit uses the greater of the change in California CPI or California per
capita income for the cost of living index and include an additional popu-
lation adjustment for persons employed in a jurisdiction; and
WHEREAS, this measure would modernize both the cost of living and popu-
lation formulas to more accurately reflect California's economic growth and
changing needs, and redefine gas taxes as user fees so to provide much
needed transportation dollars without adversely affecting other crucial
public services; and
WHEREAS, this initiative would ensure accountability to taxpayers by
requiring the existing Co~ission on State Finance to report annually the
manner in which state revenues are spent and the amount of the state
appropriations subject to limitation.
NOW THEREFORE, the City Council does hereby resolve its support for
Proposition 71, entitled the "Government Spending Limitation and
Accountability Act."
PASSED, ADOPTED AND APPROVED, by the City Council of the City of Poway,
California, at a regular meeting thereof this 17th day of May, 1988.
