A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE COMMUNITY DESIGN ELEMENT OF
THE GENERAL PLAN OF THE CITY OF POWAY
COMPREHENSIVE PLAN (GPA 88-02F)
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, the applicant, the City of Poway, has initiated a
General Plan Amendment, GPA 88-02F, for modifications to the text
of the Community Design Element of the General Plan regarding
Objective No. 3 (Preservation of City-wide Building Scale and
Variety) and Objective No. 11 (Housing Type and Style Variation);
and regarding the deletion of Policy 13.k under Objective No. 13
(Lot Design Orientation and Setbacks); and
WHEREAS, the City of Poway held a properly noticed public
hearing in accordance with the california Government Code and the
California Environmental Quality Act to consider that request; and
WHEREAS, the City Council finds that proposed General Plan
Amendment 88-02F will not have signficant adverse impacts on the
environment and hereby issues a Negative Declaration; and
WHEREAS, the City Council further finds that the proposed
General Plan amendment would ultimately foster architectural
authenticity and building scale compatibility, and would also
result in a higher degree of custom housing style variation in
single-family tract subdivision construction.
NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby amend the Community Design Element of the General Plan of
the Poway Comprehensive Plan as described below.
Community Design Element
Policy 3a under Objective 3 (Preservation of City-Wide
Building Scale and variety) is hereby modified by adding
the new underscored language as follows:
Policy 3a. Buildings within the city shall not
exceed two stores or 35 feet in height, whichever

Existing Policy ll.c under Objective 11 (Housing Type and
Style Variation) which reads as follows is hereby deleted
from the General Plan, modified, and codified in the
zoning Development Code of the Poway Comprehensive Plan.
Policy ll.c Tract subdivision construction in
single-family residential areas shall be based
upon the following guidelines:
- A minimum of four housing styles shall
be provided up to 100 units and one
additional style for each additional 50
units.
- A minimum of one housing style should
be two-story, however, two styles are
encouraged.
- A minimum of three facade treatments
which vary entry, window type and
treatment, exterior materials, and
color shall be provided.
- Roof style, material, and height shall
be varied with each housing style.
- The use of side entry or rear garages
shall be encouraged.
The above noted deleted Policy ll.c shall be replaced with
new Policy ll.c which is hereby established and shall read
as follows:
Policy_ll.c Tract subdivision construction in

Policy 13.k under Objective 13 (Lot Design Orientation and
Setbacks), which reads as follows, is hereby deleted from
the General Plan community Design Element.
Policy 13.k Only one-story homes shall be
placed on parcels backing onto arterial classi-
fication roadways, commercial land uses, or
manufacturing land uses to avoid adverse noise
levels on two-story homes.
