A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
OPPOSING THE PRESIDENT'S PROPOSED
1989 BUDGET CUTS FOR MASS TRANSIT
WHEREAS, the President's Fiscal Year 1989 Budget proposes that the Urban
Mass Transportation Administration (UMTA) discretionary funding be eliminated
and operating subsidies be restricted to cities under 200,000 population; and
WHEREAS, these cuts are proposed to be used for increases in the FAA
controller workforce and modernization of the air traffic controller system, and
a dramatic increase for the U.S. Coast Guard to enhance its drug interdiction
efforts; and
WHEREAS, the Airport and Airways Trust Fund is the appropriate funding
source for the proposed increases in the national air safety system, not the
UMTA budget; and
WHEREAS, increased drug enforcement efforts should be funded from the
Administration of the Justice component of the Budget rather than the
Transportation component; and
WHEREAS, the federal transit operating assistance to the San Diego region
has been reduced by thirty percent (30%) over the past seven years; and
WHEREAS, elimination of federal transit operating assistance will result in
devastating cutbacks in service at a time when Metropolitan Transit System
ridership and farebox recovery trends are both positive.
NOW, THEREFORE, BE IT RESOLVED, that the Poway City Council does hereby
register its strong support for maintaining the federal transit program at
existing Fiscal Year 1988 funding levels for Fiscal Year 1989 and urges that:

full use of all new taxes collected for the Air port and Airways Trust
Fund be the source for proposed air safety increases; and
the Administration of Justice component of the budget be used for
increased Coast Guard drug enforcement efforts.
BE IT FURTHER RESOLVED, that the Poway City Council respectfully request the
San Diego region's Congressional delegation to lend their support to House
Resolution 400 and Senate Resolution 394.
PASSED, ADOPTED AND APPROVED, by the City Council of the City of Poway,
