A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
DENYING, WITHOUT PREJUDICE,
GENERAL PLAN AJ~4ENDMENT AJqD ZONE CHANGE (GPA/ZC 88-03E)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq, of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, Elvira Zupon, Trustee for the Haley Trailer Ranch, has filed an
application, GPA/ZC 88-03E, requesting a modification of land use designation
and zone classification on Assessor parcel 317-480-11, consisting of 35.06 acres
and located at the southeast corner of the intersection of Poway and Community
Roads; and
WHEREAS, the application requests a change in land use and zoning from RR-C,
Rural Residential C (1 du//1, 2, or 4 net acres), MHP, Mobile Home Park (8
du/net acre), and CC, Community Commercial to MHP, Mobile Home Part and CC,
Community Commercial; and
WHEREAS, the City of Poway held a properly noticed public hearing in accor-
dance with the California Government Code and the California Environmental
Quality Act to consider that request; and
WHEREAS, the City Council finds that proposed General Plan Amendment/Zone
Change 88-03E may have a significant adverse impact on the environment and
hereby direct the applicant to prepare an Environmental Impact Report {EIR) for
the proposed project in accordance with the CEQA guidelines.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby deny,
without prejudice, General Plan Amendment/Zone Change 88-03E.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 13th day of September, 1988.,
