A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
ACCEPTING THE WITHDRAWAL OF APPLICATION
(GPA 88-03M)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the City of Poway received an application for a General Plan
Amendment (GPA 88-03M) from the applicant, Environmental Development, Ltd., and
said application requests an amendment of the Land Use Element Plan of the Poway
General Plan; and
WHEREAS, the proposed amendment involves a redesignation of land use for
approximately 708 gross acres of undeveloped land located on the north side of
Espola Road and fronting on Old Coach Road, from Rural Residential A (1 du/4, 8,
20 or 40 net acres), Rural Residential B (1 du/2, 4 or 8 net acres), and Rural
Residential C (1 du/1, 2 or 4 net acres) to the Planned Community land use
designation; and
WHEREAS, the subject property consists of Assessor's Parcel Numbers, APN:
273-182-18, and 19; 273-100-10; 277-010-02, 05, 22, and 23; 277-070-24, 27
through 31; 277-071-01, 02, 08, and 09; 277-140-01, 06, 23, 24, 26, and 27; and
WHEREAS, the proposed application, GPA 88-03M, also involves a request to
amend the Circulation Element Plan of the Poway General Plan concerning a modi-
fication of the planned connection of Old Coach Road, as a through collector-
arterial between Espola Road on the south and Highland Valley Road on the north,
to a limited through collector-arterial from Espola Road on the south and ter-
minating on the north in a gated, emergency vehicle access cul-de-sac at the
approximate northerly property line of the subject project site, and said gated
cul-de-sac will provide for an ultimate collector-arterial emergency vehicle
access between Espola Road on the south and Highland Valley Road on the north;
and
WHEREAS, on September 13, 1988, the City Council of the City of Poway held a
properly noticed public hearing in accordance with the California Government
Code and the California Environmental Quality Act (CEQA) to consider the Final
EIR prepared for the subject request and GPA 88-03M: and
WHEREAS, On September 13, 1988, the City of Poway received a letter from the
applicant requesting the withdrawal of application GPA 88-03M.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway
does hereby acknowledge the applicant's request and accepts the withdrawal of
application GPA 88-03M.
