A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE LAND USE ELEMENT OF THE
GENERAL PLAN OF THE CITY OF POWAY
COMPREHENSIVE PLAN
GENERAL PLAN AMENDMENT 88-04C
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq, of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the City of Poway has initiated an application, GPA 88-04C,
requesting a modification of General Plan land use on portions of Assessor
Parcels 317-090-39 and 40 having a total area of approximately 11,32 gross acres
and located at the northeast corner of the intersection of Poway and Carriage
Roads; and
WHEREAS, the application requests a change in land use on portions of the
subject property from Residential Condominium (7-12 du/net acre) to Open Space;
and
WHEREAS, the subject portions of the subject property are located in the
northeast corner of the site and consists of the upper interior slopes and upper
graded pad area adjoining the northeasterly property lines and above the major
graded L-shaped plateau of the property in question, and as depicted on Exhibit
A, attached herein; and
WHEREAS, the City of Poway held a properly noticed public hearing in accor-
dance with the California Government Code and the California Environmental
Quality Act to consider the amendment; and
WHEREAS, the City Council finds that the proposed General Plan Amendment
88-04C will not have significant adverse impact on the environment and hereby
issues a Negative Declaration; and
WHEREAS, the City Council finds that the proposed redesi§nation would not
result in any adverse significant environmental impacts as development will be
limited within the OS zoned portions of the site; and
WHEREAS, the City Council finds that the proposed redesignation would pro-
mote the preservation of open space on land which is prominently located in the
central portion of the City of Poway; and
WHEREAS, the City Council finds that the proposed redesignation would pro-
mote public safety with regard to potential geologic hazards to existing and
planned development in the project vicinity and would also promote sound land
use planning; and

WHEREAS, the City Council finds that the proposed redesi§nation would not
affect the balance of the site which is zoned Residential Condominium (7-12
du/net acre), and said balance could potentially be developed with some level of
multi-family land use; and
WHEREAS, the City Council further finds that the proposed General Plan
Amendment is consistent with the General Plan and is necessary and desirable for
the promotion of sound land use planning.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby amend the
City of Poway General Plan Land Use Map of the Land Use Element for the above
described portions of the subject property from Residential Condominium (7-12
du/net acre) to Open Space.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 11th day of October, 1988.
