A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
AMENDING THE MASTER FEE SCHEDULE TO
INCORPORATE UPDATES TO COMMUNITY SERVICES FEES
WHEREAS, California Code section 66016 et seq. establishes procedures for
the adoption of fees for services by local government; and
WHEREAS, on May 4, 2010, the City Council adopted Resolution No. 10 -017,
adopting a Master Schedule of Fees, which includes fees for the Community Services
Department; and
WHEREAS, on August 2, 2011, the City Council adopted Resolution No. 11 -050
waiving the non - resident parking fee at the Lake Poway Recreation Area for members of
the armed forces in possession of a valid active duty identification card; and
WHEREAS, the City Council wishes to provide events that promote families,
volunteerism, and community partnerships, and provide programming that expands
opportunities for Poway's teen population; and
WHEREAS, the proposed fee for each does not exceed the estimated amount
required to provide the service for which each fee is established; and
WHEREAS, it is recommended that certain categories of Community Services
fees be consolidated or adjusted, but not increased, in order to simplify the Community
Services Fee Schedule for the benefit and convenience of the public when making facility
use reservations; and
WHEREAS, certain Community Services fees are no longer applicable; and
WHEREAS, existing programs have been modified to meet demand and better
serve the community, and the proposed fees are based on the reduced cost of providing
these programs compared to cost of existing programs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1: The City Council finds that this amendment to the Master Fee Schedule
is exempt from the requirements of CEQA pursuant to CEQA Guidelines Section
15273 (a) 1).
Section 2: The City Council hereby modifies the Community Services section of the
Master Fee Schedule by consolidating and adjusting certain categories of existing fees;
removing fees that are no longer applicable; and incorporating reduced fees based on the

Director of Community Services' authority to waive or reduce fees pursuant to the City of
Poway Community Services Department Facility Use Fee Policy adopted by Resolution No.
07 -089. The updated Community Services section of the Master Fee Schedule is
attached as Exhibit A.
Section 3: The changes shall become effective on July 1, 2012.
