RESOLUTION NO. 88-137
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING SOUTH POWAY SPECIFIC PLAN
AMENDMENT (SPA 88-01B)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350 et seq, of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the City Council adopted the South Poway Planned Community
Development Plan on July 30, 1985 and said Development Plan is a component of
the Poway General Plan and is intended to serve as the specific plan for the
South Poway area; and
WHEREAS, the property owners, Creek Road Enclave, consisting of Mr. and Mrs.
Williams, Mr. and Mrs. Rexford, Mr. and Mrs. Rosvet, Mr. and Mrs. McDowell, and
Mr. and Mrs. Larson, have filed an application, South Poway Amendment 88-01B
requesting a modification of land use designation on Assessor Parcels
320-011-05, 320-020-16, 17, 18, 19, 25, 31, 32, 33, and 34 having a total area
of approximately 20.80 acres and located between Pomerado Road and Creek Road
and bound on the south by the City of San Diego; and
WHEREAS, the proposed amendment area is within the project boundaries of the
adopted South Poway Planned Community Development Plan and said site areas are
presently designated under the Development Plan as Rural Residential-C (1 du/1,
2, or 4 net acres); and
WHEREAS, the Site I contains approximately 3.2 acres of vacant land located
in the southeast corner of the intersection of Pomerado and Creek Roads and Site
2 contains approximately 17.6 acres of land developed with nine single-family
homes to the north of and adjacent to Beeler Creek; and
WHEREAS, the application requests a change in land use and zoning from Rural
Residential-C (1 du/1, 2, or 4 net acres), RR-C, to South Poway Commercial for
Site 1, the allocation of 20 additional residential units for Site 2, and adop-
tion of development standards for the area; and
WHERE/LS, the City of Poway held a properly notice public hearing in accor-
dance with the California Government Code and the California Environmental
Quality Act to consider that request; and
WHEREAS, the City Council finds that the proposed South Poway Amendment
88-01B will not have a significant adverse impact on the environment and hereby
issues a Negative Declaration.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby amend the
City of Poway's South Poway Planned Community and Development Plan for Assessor
Parcel Numbers 320-011-05 and 320-020-16, 17, 18, 19, 25, 31, 32, 33, and 34;
that 3.2 acres be redesi§nated from RR-C to South Poway Commercial and that 17.6
acres by allocated 20 additional residential units and to include development
standards for the area (Development Standards for the Creek Road Enclave).

APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 22nd day of November, 1988.
