RESOLUTION NO. 88-145
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
DENYING SOUTH POWAY SPECIFIC PLAN 88-01A
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the City Council adopted the South Powa~v Planned Community
Development Plan on July 30, 1985 and said Development Plan is a component of
the Poway General Plan and is intended to serve as the specific plan for the
South Poway area; and
WHEREAS, a properly noticed public hearin9 was conducted on November 22,
1988 in accordance with Section 65853 et. seq., of the California Government
Code and California Environmental Quality Act to consider South Poway Specific
Plan 88-01A; and
WHEREAS, property owner, Charles L. McLauchlan has filed an application,
South Poway Specific Plan Amendment (SPA 88-01A) , requesting a modification of
land use designation and zone classification on portions of assessor parcels
323-091-01 (147.59 acres), 323-100-04 (12.80 acres), and 325-010-02 (10.15
acres) having a total area of approximately 170.54 gross acres and located
approximately one-half mile south of Garden Road at the southern terminus of
Grimsley Avenue; and
WHEREAS, the proposed amendment area is within the project boundaries of the
adopted South Poway Planned Community Development Plan, and said site areas are
presently designated under the Development Plan as Rural Residential A (1 du/4,
8, 20, or 40 net acres), Light Industrial, Industrial Park, and South Poway
Commercial; and
WHEREAS, Site i contains approximately 70.9 acres of vacant land located
immediately to the south of the Poway Oaks Subdivision, Site 2 contains approxi-
mately 127.19 acres of land located between Site i and Site 3, and Site 3 con-
tains approximately 43.35 acres of vacant land to the north of and adjacent to
Beeler Creek; and
WHEREAS, the application requests an 81 residential unit increase for Site
1, to expand the South Poway Commercial acreage and convert sections of Light
Industrial acreage to Industrial Park on Site 2, and change the zonin9 from RR-A
to Open Space Recreation (OSR) on Site 3; and
WHEREAS, the City Council finds that portions of the proposed South Poway
Specific Plan Amendment 88-01A would result in an incremental and cumulative
increase in significant environmental impacts in the South Poway area, would not

promote land use compatibility with existing surrounding residential land uses
and vacant land, and would not be in substantial compliance with the findings
adopted under Resolution No. P-85-45 which enacted the South Poway Planned
Community Development Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby reaffirm
its action of November 22, 1988 denying South Poway Plan Amendment 88-01A.
APPROVED and ADOPTED by the City Counz~of the City of Poway, State of
